Title Remel Inc. Reagent Rental Agreement for the Department of Laboratory Medicine (DLM) Product Service Code: 6640 NAICS Code: 532490 Place of Performance: Bethesda, MD 20892 USA POTS: 24-009599 Description This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested. The National Institutes of Health (NIH) intends to award a firm fixed price purchase order to Fedpoint Systems LLC 66215-3519 on a sole source basis to acquire an Instrumentation Package to include the Sensititre Aris HiQ System SWIN Computer system, service maintenance along with various types of reagents and supplies. The Microbiology Service within the Department of Laboratory Medicine (DLM) is seeking to establish a Reagent Rental Agreement Contract with Remel, Inc., a subsidiary of Thermo Fisher Scientific, for the ARIS HiQ instrument and its associated SWIN Computer System, which are used to perform antimicrobial susceptibility testing on bacteria and fungi. The contract will include the rental of the instrument and computer system (already on site), reagents, consumables, and supplies required for testing, as well as full-service preventative maintenance of the instrument. *****SEE ATTACHMENT 1- LIST OF SUPPLIES***** Remel Inc. is the only manufacturer that can provide the instrumentation package used for antimicrobial susceptibility testing of bacteria and yeast isolated in NIH patient cultures compatible with the TREK Sensititire System already existing within the NIH Clinical Center. The instrument, service, reagents, and supplies are the only ones that can meet the needs of clinical testing conducted by the Microbiology Service. Since the supplies are proprietary, there is only supplier whose products and fit into the instrumentation; any other supply or service could cause cancellation of the protocol/delays in completion of protocol. Any deviation from the protocol must be reported to the FDA for non-compliance. The Department of Laboratory Medicine (DLM), Microbiology Service will telephone or email request for required service, reagents, and supplies on a needed basis. The period of performance shall be a base year of twelve (12) months and one (1) twelve-month option year from the award date. The government reserves the right to increase quantities pursuant to FAR 52.217-6. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold (SAT), $250,000.00. Interested parties may identify their interest and submit capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
