Description
Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract that consists of roof repairs at building 9600 at Fort Bliss Military Installation, at McGregor Range, New Mexico. �This acquisition is 100% set aside for Historically Underutilized Business Zones (HUBZone) under NAICS 238160 (Size Standard $19 Million). The magnitude of the procurement is estimated to be between $500,000 and $1,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states, �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.� Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded.� The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Existing Built up (BU) roofing to be removed and replaced with new fully adhered 80 mil Thermoplastic Polyolefin (TPO) Roofing system with R-38 insulation and 5/8-inch glass-mat roof board, to include exterior components such as Soffit, Fascia, Gutters, Vents, etc. at building 9600. Work shall be phased in coordination with the Contracting Officer�s Representative (COR). A hazardous materials survey is required prior to any construction. The Contractor shall provide all work, labor, materials, related fees, and related services for construction requested herein until completion and acceptance of the entire work, except for any completed unit of work which may have been accepted under the contract, by the Government in a professional and collaborative environment to sustain mission requirements. Construction services and finished products shall be delivered on schedule, safely, and compliant with regulatory codes and standards. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Fort Bliss Military Installation, at McGregor Range, New Mexico. The Wage Determination: General Decision Number: NM20240025 03/22/2024; Superseded General Decision Number: NM20230025; State: New Mexico; Construction Type: Building; County: Otero, New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement. Details of that site visit will be available in the solicitation. The tentative anticipated date for issuing the solicitation is on or about 8 July 2024, bid opening is to be determined (TBD) and completing contract performance 120 calendar days after contract award under W911SG24B0007 solicitation number. The technical exhibits will be available for inspection without charge thru SAM.gov at https://sam.gov.� No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents.
