- Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for Replace Roof Building 11332 at Fort Bliss Texas. The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to the Replacement of Roof Building 11332 at Fort Bliss Texas. This acquisition is 100% set aside for HUBZONE under NAICS 238160 (Size Standard $19 Million). The estimated procurement value ranges between $500,000 and $1,000,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete the scope of work. Compliance with applicable State, local, and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms, and conditions is mandatory. All work under this contract will be performed within the confines of the Fort Bliss, Military Installation, at Fort Bliss Texas. The bid guarantee shall be at least 20% of the bid price but not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted, with details available in the solicitation. The tentative date for issuing the solicitation is on or about June 26, 2024, bid opening is to be on July 31, 2024, and completing contract performance 90 calendar days after contract award under W911SG24B0012 solicitation number. The technical exhibits will be available for inspection without charge thru SAM.gov at https://sam.gov. No paper copies of this solicitation are available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to all documents. Interested parties must be currently registered in the System for Award Management (SAM) at https://sam.gov to receive a government contract award. Online Representations and Certifications Application (ORCA) must also be current and include NAICS 238160 to qualify to receive a contract award.
