AMENDMENT 02: The purpose of this amendment is to answer the below questions and incorporate Attachment 11 (Ordering History SP450019D0016 Base Period) and Attachment 12 (Ordering History SP450019D0016 Option Period). The cleaning contractor will place the sludge and solids into the provided containers and remove and dispose of them according to the Sagami/Misawa hazardous waste disposal contract.�Regarding the ""Sagami/Misawa hazardous waste disposal contract"", are there designated locations for this? Is it correct to understand that the ""Sagami/Misawa hazardous waste disposal contract"" refers to the rules set for that region, and that disposal is carried out according to those rules? or are there any facilities�at base? ANSWER: The contractor awarded the contract resulting from this solicitation (SP450024R0016) will not be responsible for disposing of any hazardous waste. Disposal of the waste will be done using the Sagami/Misawa hazardous waste disposal contract.�Questions related to the Sagami/Misawa hazardous waste disposal contract are not relevant to the current solicitation for the Kanto-Fuji Tank Cleaning contract. 2. Also, what kind of containers will be provided? Are they reusable and will they be returned to the location as needed? ANSWER: No hazardous waste will be removed under this contract so the contractor of the Kanto-Fuji Tank Cleaning contract is not responsible for the integrity of the containers, however the containers will meet regulatory requirements. 3. Regarding the frequency of every 30 months, if four cleanings are instructed for a single tank, will the tank owner call for the cleanings randomly? Or will the contractor schedule the cleanings evenly within the 30-month period? ANSWER: Cleanings will be ordered via a Task Order. The contract type for this effort is Indefinite Delivery Indefinite Quantity, which affords the Government the flexibility to award Task Orders on this contract as needed, within the minimum and maximum perimeters dictated within the contract. Upon receipt of the Task Order by the contractor, the contractor will have 21 business days to commence performance. 4. Do you have records of past disposal quantities or any performance data? if there are, could you possibly provide us the info?� ANSWER: No disposal will be performed under the Kanto-Fuji Tank Cleaning contract. The scope of this effort is solely the cleaning of tanks and OWS. However, I have attached two new attachments (Attachment 11 and Attachment 12) which provide the ordering history for the contract this work is currently being performed on. 5. The Statement of Work (SOW) only mentions Yokosuka, while Attachment 3 (Pick Up Point Locations) includes Hakozaki and Tsurumi. Should we conclude that this contract pertains exclusively to CFAY Yokosuka? ANSWER: Performance will be required on or around military installations throughout the Kant?-Fuji region of Japan and United States Forces Japan (USFJ) activities within a 50-miles (80 kilometers) radius of any service locations listed on this contract.� Service locations are identified in Attachment 3 of the contract. 6. In the document �ATTACHMENT+6+Addenda+to+52.212-1+Instructions+to+Offerors,� instructions are provided for the following sections: VOLUME I: Proposal Certifications and Price Schedule and VOLUME II: Past Performance Information. Could you please provide clarification on the instruction for VOLUME III and VOLUME IV? ANSWER: This solicitation does not request a Volume III or Volume IV. **************************************************************************************************************************************************** AMENDMENT 01: The purpose of this amendment is to answer the below questions, incorporate Attachment 10 (Pictures of Equipment), and extend the solicitation by one week. Proposals are now due by 1700 EST on 27 June 2024. The Statement of Work (SOW) mentions that photos of the tank and oil-water separator (OWS) are available. Could you please let me know where I should contact, the DLA Disposition Services CORs? ANSWER: Attachment 10 has been uploaded to this solicitation, which provides the requested photos of the tanks and oil-water separators. 2) Under b. of the 3.1 Tanks and Oil water separators (OWS) Cleaning, ""The generator/Tank owner or operator shall provide containers for unpumpable sludge/solids."" The containers for unpumpable sludge/soils will be provided at each place? and we are to just containerize the sludge/solid? ANSWER: The Generator/Tank owner will have the Tanks/Oil water separators pumped out beforehand, so that the contractor can perform the cleaning service(s). What remains at the bottom are typically sludges/solids. As the contractor pressure washes the Tanks/Oil water separators, water will be introduced thus creating more sludges/solids and sediment. The Generator/Tank owner will provide containers at each service location for the service contractor to containerize the sludge/solids, to be remove and dispose via the Sagami/Misawa HW disposal contract. **************************************************************************************************************************************************** Combined Synopsis/Solicitation SP450024R0016 has been prepared in accordance with the procedures in FAR 12.603.� Work will consist of the cleaning of above ground, below ground storage tanks and oil water separators located on or around military installations throughout the Kant?-Fuji region of Japan. The following additional information is provided in accordance with FAR 12.603(c)(2).� (i) ���������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) ��������� Solicitation SP450024R0016 is issued as a request for proposal (RFP). (iii) �������� This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 22 April 2024. (iv) �������� This acquisition is being issued as a full and open competition on an unrestricted basis; the associated NAICS code is 562211; the small business size standard is $47M. (v) ��������� See Attachment 2 for the Price Schedule. IMPORTANT EXCEL INFORMATION ? please note that Excel doesn�t always use the visible price when executing formulas. If the cell is formatted for currency in USD, the visible price will always show the amount to the nearest cent. However, when an additional formula is used to calculate a unit price, for example an escalation from a base period unit price to an option period unit price, Excel uses the actual amount, not the price rounded to the nearest cent that is displayed in the cell on the spreadsheet. The amount shown in the formula bar, not the cell, is the figure Excel uses for calculations. This can cause inconsistencies between the extended price shown for a CLIN and the offered unit price and subsequent inconsistencies in the total price for the schedule. Unit prices rounded to the nearest cent must be inputted into the spreadsheet. The unit price shown in the cell is the figure we will use to evaluate the price proposal. Offerors are advised to make sure there are not inconsistencies between the unit price shown and the figure in ��������������� the formula bar for that cell. (vi) �������� See Attachment 1 for a description of the requirement. (vii) ������� The contract is anticipated to have a 30-month base period from August 2024 to February 2027 and a 30-month option period.� See Attachment 3 for a list of pickup locations. (viii) ������ The provision at FAR 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.� See Attachment 6 for the addenda to the provision. (ix) �������� The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition.� See Attachment 7 for the addenda to the provision. (x) ��������� Offerors are advised to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, Alternate I, with your offer. (xi) �������� The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.� (xii) ������� The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition.� See Attachment 8 for 52.212-5 clauses applicable to this acquisition.
