Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with HOPEWELL DESIGNS INC (UEI: M4KDZ8GCL7J4), 5940 GATEWAY DR, ALPHARETTA, GA 30004, for the purchase of a High energy 500 kV x-ray control system. The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). The National Institute of Standards and Technology (NIST)�s Dosimetry Group has a requirement to modernize the high-energy x-ray calibration facility for radiobiology calibrations.� A NIST customized Hopewell Designs, Inc. (HDI) high energy 500 kV x-ray irradiator, control, data acquisition, and positioning system is required. The Dosimetry Group at NIST will acquire a new x-ray irradiator control system for the high energy x-ray calibration range that will be used to provide traceability for x-ray irradiator measurements. The system provides x-rays and permits the data collection for the national x-ray standards for air kerma. The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing an x-ray irradiator system with HDI proprietary controls, Data Acquisition, Wheel Positioning, Interlock System, Linear Positioning System with Alignment Telescope, that is compatible with existing HDI systems at NIST; and a 12-month service contract with the option for three additional 12-month service periods. The existing systems use proprietary software and hardwiring customized for NIST by HDI, and therefore, only HDI is able to modify and provide this system. Extensive market research has been completed and HOPEWELL DESIGNS INC is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. The North American Industry Classification System (NAICS) code for this acquisition is 334517� Irradiation Apparatus Manufacturing with a small business size standard of 1,000 employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by the established date and time shall be considered by the government.
