- Project: Graphite Ovens (Cooling Water Equipment) at Y-12 National Security Complex, Oak Ridge, Tennessee Introduction Consolidated Nuclear Security, LLC, (CNS) (current managing contractor for the Y-12 site) is seeking interested parties to contract to deliver a cooling water system. Interested parties are encouraged to reply to the expression of interest, if able to provide all services listed below. CNS will use the information obtained from this Expression of Interest to structure a Request for Proposal (RFP). This procurement will be under NAICS Code 333998 General Purpose machine manufacturing. Background The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. General Scope Description for Cooling Water System For this procurement, the new Cooling Water System shall be capable of the following: � Flow Rate of 1680 GPM � Reduce Water Temperature from 95F to 85F With these operating conditions: � Location Oak Ridge, TN 910 Feet Elevation � ASHRAE 0.4%; Summer Dry Bulb = 92.8F � ASHRAE 0.4%; Summer Wet Bulb = 77.4F � Winter Extreme = +8.0F Footprint � Max will be 30�x30�, with the goal to minimize the footprint On-site supplier technical support and resources may be required in Oak Ridge, TN at the Y-12 National Security Complex. The following listed standards shall be followed in execution of the scope of work. Submittals demonstrating the design meets the standards shall be required prior to fabrication/welding, prior to testing, and prior to shipment, with timing dependent on the applicable requirement. Submittals will be reviewed and approved by CNS, requiring a two-week cycle to complete the review/approval process. � AWS D1.1, Structural Welding Code - Steel � ASME 31.3 Process Piping � 29 CFR 1910 Subpart S, Electrical (OSHA Law for Electrical Installation) � Equipment, components and systems that transmit and/or utilize electrical energy shall be inspected, tested, accepted, certified, listed, labeled, or otherwise determined to be safe for intended use by an Occupational Safety and Health Administration (OSHA)-recognized Nationally Recognized Testing Laboratory (NRTL). � International Building Code � International Fire Code � NFPA 101, Life Safety Code Based on the design of the commercial of the shelf equipment provided with bid and previous factors under consideration, one Supplier will be solicited to provide their proposal for the complete design and fabrication.
