Instructions to Offerors: Prospective bidders refer to the Statement of Work (SOW). *Please submit quotes to Dena Young, Contracting Officer via email at: Dena.Young@va.gov Please reference in the email subject line Fire Alarm & Sprinkler Testing . * All questions shall be emailed to Dena.Young@va.gov with statement in the subject line Fire Alarm & Sprinkler Testing , no later June 27th at 3:00pm CST Vendors must provide the following for their package submission: Quote/pricing for all work stipulated in SOW that includes both Fire Alarm and Sprinkler. Documentation to demonstrate prime company s certification as a Fire Works Edwards System Technology Repair Company (Fire Alarms) Documentation to demonstrate prime company s is an authorized distributor/dealer on the EST 3. (Fire Alarm) Documentation that demonstrates prime company holds a NICET Level Certification Level I (or higher); (Fire alarm) Provide documentation of individual certification of the Supervisory Technician, for Fire Alarm, holds a NICET Level 3 (or higher) Provide documentation that demonstrates and lists previous Experience installing EST-3 Networks; explain whom (what company) and the location (City, State) and year it was performed. Provide document, capability statement, of the Prime contractor that demonstrates their ability to meet a 1 hour Emergency Response Time demonstrates their ability to meet a 1 hour Emergency Response Time Provide a copy of the Prime contractor current UL Laboratories ISO 9001 Certificate Provide a copy of the Prime Contractor Certification with the Louisiana State Fire Marshal (Sprinkler) Provide a copy of the Prime contractor documentation to demonstrate holding a minimum NICET Level 3 Certification for Inspection and Testing (Sprinkler) Provide documentation that provides for capability statement that clearly demonstrates the Prime Contractor has a minimum of 3 years experience in Installation and Maintenance of fire sprinkler systems; documentation must provide where the work was performed (for whom, what company), where it was performed (City, State), and the year it was performed, Terms: NICET- National Institute for certifications in Engineering Technologies EST- Edwards Systems Technology Basis of Award: A Lowest Priced Technically Acceptable procurement is being conducted. As such, award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for the non-cost factor. Past Performance history will be considered for responsibility determination purposes only (FAR 9.104-1(c). The evaluation factors are as follows: Factor 1-Technical Fire Alarm Technical Factors Sprinkler System Technical Factors Factor 2-Price Quote must be for all combined work; partial work will not be accepted Under the technical factor, each offeror s responses will be evaluated on a pass/fail basis or acceptable/unacceptable basis. This determination will be based on the offeror demonstrating in its proposal a technical solution that minimally meets the technical requirements specified in the Solicitation s Statement of Work. Price will be evaluated for fairness and reasonableness. Evaluation Criteria: 1. Technical Factors: A. Evaluation Factors for Fire Alarm Systems: 1. Meets the minimum: Certification as a ""Fire Works"" Edwards Systems Technology Repair Company: The contractor must be certified as a ""Fire Works"" repair company for Edwards Systems Technology, a reputable brand in the fire alarm industry. This certification ensures that the contractor has undergone specialized training and is authorized to repair and service Edwards fire alarm systems. It demonstrates their expertise in handling the specific brand and technology of fire alarm systems. 2. Meets the minimum: Authorization as an EST 3 Dealer: The contractor must also be an authorized dealer for EST 3, a renowned brand in the fire alarm industry. This authorization signifies that the contractor has met the manufacturer's requirements and can sell, install, and service EST 3 fire alarm systems. It ensures that the contractor is knowledgeable about the specific features and functionality of EST 3 systems, providing assurance of their ability to handle these systems effectively. 3. Meets the minimum of NICET Level I Certification for Installation and Supervision: The contractor must have NICET Level 1 (or higher) Fire Alarm Technician to install conduit for the fire alarm system. This certification demonstrates the technician's competency in installing the necessary infrastructure for fire alarm systems. 4. Meets minimum capability for a Supervisor Fire Alarm Technician holds a NICET Level 3 (or higher): Fire Alarm Technician is required to supervise the installation, terminate cabling in cabinets and panels, and program addressable systems. These certifications validate the contractor's ability to carry out the installation process and ensure that it is done by qualified professionals. 5. Prime contractor meets minimum Experience with EST-3 Networks: The contractor must have installed at least three (3) EST-3 networks. This requirement emphasizes the importance of prior experience working with EST-3 networks specifically. It shows that the contractor has a proven track record of successfully installing and maintaining this type of fire alarm network, which can contribute to their ability to effectively handle similar systems in the future. 6. Prime contractor capability statement demonstrates their ability to meet a 1 hour Emergency Response Time: The Fire Alarm Technician must be able to respond to fire alarm emergency call-outs within 1 hour from the time of the call. This factor highlights the critical need for prompt and reliable emergency response services. It ensures that the contractor can quickly address any fire alarm issues or emergencies, minimizing potential risks and ensuring the safety and security of federal government facilities. 6. Prime Vendor holds a current UL Laboratories ISO 9001 Certificate: The contractor must possess a current UL Laboratories ISO 9001 certificate. This certification demonstrates that the contractor has implemented and maintains a quality management system that meets the requirements of the ISO 9001 standard. It ensures that the contractor follows standardized procedures, monitors performance, and conducts regular audits to identify areas for improvement, further enhancing their ability to deliver high-quality fire alarm services. B. Evaluation Factors for Sprinkler Systems: 1. Prime Contractor meets the minimum Certification with the Louisiana State Fire Marshal: The contractor must be certified with the Louisiana State Fire Marshal. This certification ensures that the contractor has met the regulatory requirements and possesses the necessary knowledge and skills to install and maintain sprinkler systems in compliance with state regulations. It demonstrates the contractor's commitment to adhering to safety standards and ensures their familiarity with local codes and regulations. 2. Prime contractor demonstrates holding a minimum NICET Level 3 Certification for Inspection and Testing: The contractor must have NICET Level 3 (or higher) certification for inspection and testing of water-based systems. This certification demonstrates the contractor's competence in conducting inspections and tests on sprinkler systems. It ensures that the contractor has the necessary knowledge and skills to assess the functionality and compliance of sprinkler systems, contributing to their proper functioning and the safety of the federal government facilities. 3. Meets the minimum of 3 years Experience in Installation and Maintenance of fire sprinkler systems: The contractor must have a minimum of 3 years' experience in installing and maintaining fire sprinkler systems. This factor emphasizes the importance of having a contractor with a proven track record and experience in handling similar projects. It ensures that the contractor has the necessary expertise to carry out the installation and maintenance of sprinkler systems effectively, ensuring their quality and reliability. 2. Quotes A. Quote meets to provide a total cost for all work for both Fire Alarm Testing and Sprinkler Testing.
