DISCLAIMER THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS NOTICE.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Systems Command (NAVAIR) is planning to procure P-8A platform sustainment support for Government Fiscal Years (FY) 2026 and 2027.� A P-8 Data Memorandum of Agreement between NAVAIR and Boeing, among other things, requires NAVAIR to establish/maintain recurring sustainment contracts with Boeing for a certain level of Boeing reach-back support and embedded Fleet Support Team support.� This planned contract action will fulfill NAVAIR�s obligation to Boeing for FY 2026 � 2027.� Additionally, NAVAIR has a requirement to procure P-8A Support Equipment Maintenance, Engineering Investigations, and Integrated Maintenance Augmentation Support; however, NAVAIR will consider procuring this support via a separate contract action depending on capability statements received in response to this Notice.� PROGRAM BACKGROUND The Boeing Company (Boeing) is the sole designer, developer, manufacturer, and integrator of the P-8A aircraft.� The P-8A weapons system consists of a Boeing 737-800 ERX air vehicle modified to meet Navy requirements, to include systems and subsystems for avionics, communications, and mission and weapon capabilities. REQUIREMENT(S) Regarding the support for which NAVAIR is not obligated to procure from Boeing, the Contractor shall provide the qualified personnel, material, facilities, equipment, technical data, software, and other supplies to fulfill the following P-8A Support Equipment Maintenance, Engineering Investigations, Integrated Maintenance Augmentation Support requirements. P-8A Support Equipment Maintenance entails the contractor providing maintenance and management for all P-8 Peculiar Support Equipment (PSE) for active duty and reserve U.S. Navy squadrons. This includes P-8 Commercial Common SE, P-8 Peculiar SE, and squadron-owned P-8 N coded and 6B cognizance (COG) coded PSE at squadrons located within the Continental United States (CONUS), outside CONUS (OCONUS) and deployed worldwide. P-8A Engineering Investigations entails the contractor performing Engineering Investigation (EIs) of performance on failed aircraft, mission systems, and/or SE components as requested in writing by the Government. Integrated Maintenance Augmentation entails the Contractor providing integrated maintenance augmentation representatives to support P-8A operations. These personnel shall possess specialized knowledge, experience and skills and have access to information covering all aspects of the P-8A and its supporting infrastructure. Contract award is planned to occur during the fourth quarter of the Government Fiscal Year (FY) 2025 with the contractor completing contract requirements between FY26 and FY27. In addition to the requirements above, please note that under a Small Business Set-Aside, the small business prime must perform at least 50% of the work itself in terms of cost of performance. Cost of performance includes direct labor costs, overhead that has only direct labor as its base, and the small business� General & Administrative rate multiplied by the labor cost. The small business prime cannot utilize the cost performance of other small businesses it utilizes as subcontractors in calculating its performance to comply with FAR Clause 52.219-14. If the prime is a joint venture, the cost of performance by both small business concerns is utilized in calculating its performance to comply with FAR 52.219-14. SUBMISSION DETAILS Interested persons may submit a Capability Statement identifying their interest and capability to respond to the requirement(s) or submit proposals. Only Capability Statements received on or before the due date indicated in this Notice will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this Notice is solely within the discretion of the Government. Capability Statements received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements submitted should be pertinent and specific in the technical/management/business area under consideration, on each of the following qualifications: (1) Small/Large Business Status:� A company profile to include number of employees, annual revenue history, office location(s), Unique Entity Identifier (UEI), CAGE Code, and a statement regarding current small/large business status. Respondents to this notice must indicate whether they qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service-Disabled Veteran-Owned Small Business Concern. If claiming small business status, provide an explanation of your company's ability to perform at least 50% of the work itself in terms of cost of performance. (2) Technical Data/ Computer Software Documentation:� Since the Government does not possess sufficient technical data that a Contractor would require in order for that Contractor to fulfill the planned requirements, each interested party must demonstrate that its company currently possesses or has authorized access to the necessary technical data, computer software and computer software documentation, or has a viable plan to obtain, generate, or otherwise secure authorized access to the necessary technical data, computer software and computer software documentation; and that it will be maintained throughout the duration of the effort being solicited. (3) Execution:� A description of the technical approach for meeting schedule and performance requirements of the contemplated procurements. If a small business, provide a description of the plan for ensuring that the small business performs at least 50% of the work itself in terms of cost of performance. (4) Experience:� A description of previous (awarded within last 3 years) or current relevant contracts. (5) Personnel: Name, professional qualifications, and specific experience of key personnel (e.g., program manager(s), project manager(s), technical lead(s), etc. (6) Facilities and Equipment:� Availability and description of facilities and equipment that will be utilized to meet requirements. (7) Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the Capability Statement. Data Markings: To complete its review, NAVAIR must be able to share a respondent�s information both within the Government and with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data�Other Than Commercial Products and Commercial Services (MAR 2023). Any responses marked in a manner that will not permit such review may be returned without being assessed or considered. All submissions must include a statement which clearly allows for the information to be disclosed with covered Government support contractors as defined in DFARS clause 252.227-7013 Rights in Technical Data � Other Than Commercial Products and Commercial Services (MAR 2023). Interested parties are advised against submitting a Capability Statement that merely mimics information in this Notice, provides brochure-like information, or provides general information. Responses to this Notice are not to exceed 20 one-sided pages in length on 8.5 x 11-inch paper with one-inch margins and font no smaller than 10-point Times New Roman. The Government requests that respondents deliver responses electronically via e-mail in Microsoft Word or PDF format with proper data markings for unclassified and proprietary information not later than the Response Date indicated on this Notice. Classified material SHALL NOT be submitted. All submissions should include this Sources Sought Notice Reference Number, company name, company address, CAGE code, DUNS number, and a point-of-contact who is able to discuss the Capability Statement submitted. Point-of-contact information should include name, position, phone number, and email address. Responses that fail to comply with the above instructions or present ideas not pertinent to subject, may not be reviewed. Information submitted in response to this Notice is submitted at no cost to the Government and will not be returned. The Government is under no obligation to provide responses or comments to information received from interested persons but may request additional information following review. International Traffic in Arms Regulations (ITAR). If the respondent is a foreign owned, controlled or influenced (FOCI) concern or if a US respondent has a team member or partner who is a foreign entity, adherence to all ITAR regulations is required. Responses to this Notice shall be sent via e-mail to the Government points of contact listed on this Notice.
