Description
Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) - Mechanicsburg intends to solicit and award a base five-year requirements contract for the repair of commercial item, NSN: 7HE 4820 013608437, VALVE,BUTTERFLY, �Part Number L22163P05 or 74D59-4. This action is being solicited and negotiated on a limited competitive basis with Honeywell International Inc. (CAGE 02LU7), Ethosenergy Accessories and Components, LLC. (CAGE 9U738), and Sherwood Avionics and Accessories (CAGE 3EM37), Inc in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1) as implemented by FAR Part 6.302-1. Honeywell International Inc. and Ethosenergy Accessories and Components, LLC are the only sources that have been qualified to perform these repairs by the in-service engineering activity (ISEA), Naval Surface Warfare Center, Crane, IN. Honeywell International Inc., Ethosenergy Accessories and Components, LLC, �and Sherwood Avionics and Accessories, Inc. are the only qualified manufacturers of these items. They are the only responsible sources and no other supplies or services will satisfy agency requirements. Government data rights or manufacturing knowledge is not available to permit acquisition from other sources, nor qualification of another part, nor use of a second source part in the intended application. Further, any new design would have to be approved by the Government ISEA, Naval Surface Warfare Center, Crane Division. The time required for approval of a new design is normally such that an award cannot be delayed pending approval; thus, award of the subject requirement may continue based on fleet support needs. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to further compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a more competitive procurement. Approval of a source is required. NAVSUP WSS will not delay award while Source Approval is pending.
