- PRE-SOLICITATION ANNOUNCEMENT YOSEMITE NATIONAL PARK FIRE TRAILER UTILITY HOOKUP RFP No. 140P8524Q0058 The National Park Service (NPS), Yosemite National Park, located in California, has a requirement to connect potable water and wastewater lines to a Fire Office Trailer in El Portal. The Contractor shall provide all mobilization, labor, supervision, materials, equipment, transportation, site rehabilitation, clean-up, and demobilization. The scope of this proposed contract includes, but is not limited to: Potable Water Connection Contractor shall trench approx. 65 feet and install new 1� PVC waterline from the Trailer site south to the existing 6� line. Hot Tap into 6� line, install corp stop (valve), install meter box, meter, Pressure Reducing Valve (PRV). Meter will be supplied by NPS. NPS Utilities shall be notified by the contractor when line connections begin and end. NPS Utilities will inspect work prior to trenches being filled. Contractor must adhere to American Water Works Association (AWWA) standards for drinking water connection. Wastewater Connection Contractor shall trench approx. 60 feet and install new 4� ABS sewer line from the trailer site east to tie into the existing 4� lateral servicing residential address 5542 Foresta Road. Notification to area residences need to be made 7 days in advance if service will be disrupted. Disruption to any residential shall be restored within the same day. Install two cleanouts as indicated in drawing. Contractor must adhere to American Water Works Association (AWWA) standards for wastewater connection. This procurement is set-aside for Small Business (SB) concerns only. Offers received from concerns that are not Small Business concerns shall be considered nonresponsive and will be rejected. The North American Industry Classification System (NAICS) code is 237110; the small business size standard is $45.0 million. The construction magnitude for this solicitation is $25,000.00 to $100,000.00. The Government intends to award a single, firm-fixed-price contract. Award selection will be made on a Best Value determination made after consideration of price and other non-price factors (technical capability and past performance) as listed in the RFQ. The RFQ will be available via electronic commerce only and may be accessed on or about 10 July, 2024, at SAM.gov: https://sam.gov/. The due date for quotes is estimated to be 24 July 2024. However, this may be extended at the discretion of the Government. Prospective offerors are responsible for periodically checking these websites for any amendments that may be issued prior to the closing date of the RFQ. An organized site visit has not been scheduled. If one is required information on the site visit will be included in the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a SAM unique entity identifier number and an active registration in the System for Award Management (SAM) (www.sam.gov) in order to conduct business with the Federal Government. Offerors will be required to complete online Representations and Certifications at the SAM website. A contract award may or may not result from this solicitation, and all costs associated with preparing proposals are at the contractor�s own expense.
