- This is a COMBINED SYNOPSIS/SOLICITATION for commercial services prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. This combined synopsis/solicitation SHALL be posted on both the System for Award Management (SAM) Contract Opportunities webpage (https://beta.sam.gov/) and the Navy Electronic Commerce Online (NECO) website (http://www.neco.navy.mil/). This solicitation documents and incorporates provisions and clauses in effect through Publication of FAC 2024-04 and DFARS Change Notice 20240530. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/dfars This is a Request for Quotation (RFQ). The solicitation number is N0018924QZ221. The proposed contract action is for commercial Services. The North American Industry Classification System (NAICS) Code is 611430. Small Business Size Standard is $15 Million. This action will result in a Firm-Fixed-Price (FFP) contract. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Pentagon Directorate Office intends to solicit the instant RFQ via other than full an open competition. The proposed acquisition is to acquire four hundred and fifty (450) Registration Fees for their midshipmen, active duty, and reserve personnel to attend the National Naval Officers Association and Association of Naval Services Officers Joint Leadership and Professional Development Symposium hosted by NNOA conference in Norfolk, VA on 30 July 2024 through 2 August 2024. The purpose of this conference is to garner recruitment, development, and the retention of high quality minorities, harnessing the strength of an inclusive and diverse workforce and optimizing the readiness of sea services for the safety, security, and defense of the nation. The Joint Leadership and Professional Development Symposium is a professional organization focused on providing professional development workshops, seminars, and exhibits designed to enhance the professional development knowledge of attendees while increasing overall awareness of issues affecting the sea service. This procurement will be processed on a sole source basis. The sole-source firm is National Naval Officers Association (NNOA) (CAGE: 539M4). The firm is a Non-Profit Organization. Quotes are requested only from National Naval Officers Association. Attendance at Joint Leadership and Professional Development Symposium provides the Navy access to mentorship, networking and professional development assets focused on the minority service members, not otherwise available in a single setting. Former Chief Naval Operations (CNOs) and Vice Chief Naval Operations (OVCNOs) have spoken on the importance of differences in the sea service and how the Navy will sustain a force through the fair, equal, and ethical treatment of every member. Joint Leadership and Professional Development Symposium allows the Navy to maintain its war fighting edge, by bringing together people that are diverse in experience, background, and ideas. Attendance at this symposium allows Sailors to receive professional training and career advice, which enhances their operational readiness by making them personally and professionally ready. As the Navy continues to engage in non-traditional and increasingly complex conflicts, the unique personal characteristics, and skills of each Sailor, are strengthen at this conference, will add greater value to our Navy. Joint Leadership and Professional Development Symposiums a premier organization providing training, education, networking, mentoring, and advocacy for minority service members in the sea service to include the U.S. Navy, U.S. Coast Guard, U.S. Marine Corps and National Oceanic and Atmospheric Administration (NOAA). Their services directly support CNO initiatives to improve minority retention of all backgrounds. Joint Leadership and Professional Development Symposium is a uniquely situated organization focusing on mentorship and professional development of minority service members in seafaring services. Joint Leadership and Professional Development Symposium provides a unique opportunity for dialogue and direct Fleet feedback. If not through Joint Leadership and Professional Development Symposium, the Navy cannot otherwise provide this opportunity to its service members. Interested parties may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES FOR OTHER THAN NATIONAL NAVAL OFFICERS ASSOCIATION. However, interested parties may identify their interest and capability to respond to this requirement no later than the closing date of this solicitation. A determination not to compete this requirement further, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements. All responsible sources may submit a quotation which shall be considered by the agency; however, only quotes meeting Navy Culture and Force Resilience Office requirements will be considered for award. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered. See the attached document for quote submission information. Line Items: 0001 - BASE - FFP - 2024 NNOA Symposium Registrations - 450 Each Delivery/Performance Information: The resultant contract will contain a period of performance starting 29 July 2024 through 2 August 2024. Delivery/Inspection: FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. A Government point of contact for delivery will be determined prior to award. Clauses/Provisions: The following provisions and clauses apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services. Quoters are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services. If the provision is completed within the quoter�s SAM registration, the quoter should state so in their quotation. See the attached document for additional contract clauses and contract requirements determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. System for Award Management (SAM): Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. Interested parties are encouraged to furnish information. No documents submitted will be returned. By submitting capability information, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. This solicitation will close at 5:00 PM ET on 21 June 2024.
