- Description
- 1.�� �Introduction/Purpose The mission of the FAA�s Office of Commercial Space Transportation (AST) is to ensure protection of the public, property, and the national security and foreign policy interests of the United States during commercial launch or reentry activities, and to encourage, facilitate, and promote U.S. commercial space transportation. The National Environmental Policy Act (NEPA) requires FAA/AST to integrate environmental values into its decision-making process. AST considers the environmental effects of proposed actions and reasonable alternatives to those actions in order to make decisions based on an understanding of environmental consequences. AST analyzes the environmental effects of proposed licensed and permitted actions, including the licensing of launch and reentry activities, the operation of launch and reentry sites, and the issuing of permits for suborbital reusable rockets. It then takes the appropriate action required under NEPA.� The requirements are further set forth in the Draft Statement of Work (SOW). The FAA intends for this to be a single-award contract with a one-year base period and four one-year option periods, for a total potential period of performance of five years.? 2.�� �Incumbent Contractor There is one incumbent contractor for this procurement: ��� �ICF Incorporated, L.L.C 902 Reston Metro Plaza� Reston, VA 20190 3.�� �Nature of Market Survey Responses to this market survey will be used to develop the FAA�s acquisition strategy to fulfill these requirements, including, without limitation, to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB/8(a)/SDVOSB), Small Businesses, or if an unrestricted competition is required. This survey is being conducted in accordance with FAA Acquisition Management System Section 3.2.1.2.1. This survey will support market research obtained from multiple sources and will be utilized for planning purposes only. 4.�� �Objectives for this Market Survey The responses to this Market Survey will be used for informational and planning purposes only. a.�� �This is a Market Survey. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind. b.�� �The FAA is not seeking or accepting unsolicited proposals. c.�� �The FAA may request that one, some, all, or none of the respondents to this Market Survey provide additional information. No evaluation of vendors will occur based on this additional information, and vendor participation in any informational session is not a promise for future business with the FAA. d.�� �Any information provided under this market survey is for informational purposes only. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as proprietary. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction. e.�� �Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any. f.�� �Respondent participation in any informational session is not a promise of future business with the FAA. g.�� �The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. h.�� �Any costs associated with the market survey submittal is solely at the interested vendor�s expense. 5.�� �Submittal Requirements for Market Survey Responses to this Market Survey must include the following information: a.�� �Capability Statement � This document is limited to no more than ten pages and must include a response to each of the following capabilities: i.�� �Capability 1: A statement of your firm�s experience within the past 5 years in providing client support to ensure compliance with NEPA and other relevant environmental regulations and policies. ii.�� �Capability 2: A statement of your firm�s experience within the past 5 years in supporting Federal agencies in the review of NEPA-related environmental documents such as Environmental Impact Statements and Environmental Assessments that pertain to launch and reentry operations. iii.�� �Capability 3: A statement of your firm�s experience within the past 5 years in supporting Federal agencies in the development of Environmental Assessments and Written Re-Evaluations that pertain to launch and reentry operations. iv.�� �Capability 4: A statement of your firm�s experience within the past 5 years with FAA Order 1050.1 F, Environmental Impacts: Policies and Procedures. v.�� �Capability 5: A statement of your firm�s experience within the past 5 years with FAA Order 5050.4B, NEPA Implementing Instructions for Airport Actions. vi.�� �Capability 6: A statement of your firm�s experience within the past 5 years with the commercial space launch industry and its unique environmental issues and concerns. Specifically, highlight your firm�s ability to analyze noise impacts from launch vehicle operations. vii.�� �Capability 7: A statement of your firm�s experience within the past 5 years coordinating with the National Aeronautics and Space Administration, Department of Defense, and U.S. Coast Guard to support the development of NEPA-related documentation. viii.�� �Capability 8: A statement of your firm�s experience within the past 5 years conducting environmental studies and analysis related to the environmental effects of space launch and reentries. ix.�� �Capability 9: A declaration that your firm would not support any applicant for licensing or permitting by FAA/AST that would result in a conflict of interest with the required support services. For example, a vendor could not enter into any agreement to provide NEPA compliance services to any applicant for licensing or permitting by FAA/AST. b.�� �Any comments or recommendations you may have to the Draft SOW. c.�� �Unique Entity ID in the Federal Government System for Award Management (SAM). Current and potential Government vendors are required to register in SAM to be awarded contracts by the Government. The website for SAM is www.sam.gov.� d.�� �As applicable, a copy of the vendor�s Certification Letter identifying a preferred socio-economic status (such as SBA 8(a), Small Business, SDVOSB, VSB, etc.). 6.�� �Delivery of Submittals Responses to this market survey are due at noon Eastern Time on July 12, 2024.
