- This solicitation is being advertised as a noncompetitive sole source solicitation. As provided under FAR 13.501(a), this project will be solicited on a noncompetitive basis because there is only one responsible source capable satisfying the agency's requirement. The Bureau of Reclamation, Lower Colorado Division Office, has a requirement for a commercial service, document preparation services. This entails updating the existing Standing Operating Procedures (SOP) for the operations and maintenance of Hoover, Davis, and Parker Dams Reservoirs, Dams, Powerplants, Switchyard, and ancillary systems per Reclamation's, Regional, or specific Office's SOP formatting and content guidelines. The work will be to perform the research and verification necessary to create/update SOPs, create an SOP manual identifying the steps needed to perform edits and revisions to the digital SOP documents, and train LCDO employees on the edit and revision process. Reclamation intends to award, on a sole source basis, An Indefinite Delivery/Indefinite Quantity (IDIQ) type contract with firm-fixed-price contract line items to Document Management Technologies (DMT). The IDIQ contract will have a five-year ordering period with an estimated performance period of October 01, 2024, through September 30, 2029. In 2018, DMT was awarded the 5-year IDIQ SOP Update Contract and from this award, they developed a highly customized PDF document that requires specific steps to be performed correctly to make updates, or the whole document will be rendered useless. DMT, being the original author of this living document and the only contractor to perform updates on it, has both the specific knowledge of how the document works and the required steps to follow to perform updates and modifications without reformatting the entire PDF file. Therefore, it was determined that DMT is the only vendor that would be able to provide the needed service for this requirement. The NAICS for this action is 561410, Document Preparation Services, which has a small business size standard of $19 million. Award is anticipated in September 2024. The resulting contract will be a 5-year IDIQ, Firm Fixed Price contract. The contract award information will be posted on SAM.gov Contract Opportunities website at SAM.gov | Home. Interested vendors can find RFQ 140R3024Q0067 on SAM.gov. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All documents submitted must contain an explanation and evidence as to how your company would be able to accomplish the requirements in the SOW. Submissions are due by 07/15/2024 10:00am MD.
