Page 2 of 2 DESCRIPTION THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE-DISABLED VETERAN OWNED SMALL BUSINESSES. The Veterans Health Care System of the Ozarks in Fayetteville, AR, has a requirement titled ""Upgrade Switchgear Electronic Components (B-27,B-29) for project number 564-23-503. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set Aside (SDVOSB). Please do not send questions to this notice as it is only a Pre-Solicitation Notice. Questions will be accepted only after the solicitation has been published. The tentative date for issuing the RFP is on or around June 28, 2024, with proposals due approximately 30 calendar days later on or around July 29, 2024. A Firm-Fixed Price construction contract award is anticipated. Location of work is at the Veterans Health Care System of the Ozarks 1100 North College Avenue Fayetteville, AR 72703-1944. Contractor must furnish all management, supervision, labor, material, equipment, tools, supplies, consumables, parts, and related services, in accordance with the SOW, drawings, and specifications to be complete and working upgrade of the Programmable Logic Controller (PLC) and the Control System of the Medium Voltage Generator Paralleling Switchgear System located in Building 27. The Scope of this work will also include a complete and working upgrade of the Programmable Logic Controller (PLC) and the Control System of the Low Voltage Generator Paralleling Switchgear System located in Building 29. Due to projected long lead items, the period of performance will be 450 calendar days from the Notice to Proceed. Solicitation documents, including specifications and drawings, will be available electronically posted with the RFP on this website. Hard copies will not be mailed. The solicitation will be issued as a Request for Proposals (RFP). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, OFFERORS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. Offerors are responsible for obtaining solicitation from Contracting Opportunity and acknowledging all amendments to this solicitation. Contract Specialist is Robert (Dustan) Arabie. A bid bond must be submitted with the proposal (email copy is acceptable and preferred at this time). Performance and Payment bonds will be required from the contractor receiving the award. The magnitude of construction is between $500,000 and $1,000,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 238210 with a small business size standard of $19 million in average annual receipts for the past three (3) years. Offerors shall be registered at Veteran Small Business Certification (VetCert) with the SBA and in System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications. Offerors shall be registered with the NAICS code assigned to this acquisition.
