****Amendment 01**** The purpose of Amendment 01 is to provide Attachment D Questions and Answers. All other terms and conditions remain unchanged.� **** END OF AMENDMENT 01 **** The Bureau of the Fiscal Service, on behalf of the Armed Forces Retirement Home � Washington, D.C. �is seeking applications from Contractors in the Washington, D.C. area utilizing a total small business set-aside under NAICS 561210 via SAM.gov Open Market sources, for Grounds Maintenance and Snow Removal as described in the following solicitation. This document describes the requirements in detail. Please read it carefully.� This contract will be evaluated on a best-value basis and awarded for one (1) 12-month Base Period and four (4) 12-month option periods in accordance with the following Performance Work Statement (PWS) and Contract Terms and Conditions. It is anticipated that a hybrid award with IDIQ line items will be awarded as a result of this solicitation. Interested Contractors shall attend a site visit at the AFRH-W, 3700 North Capitol Street, Northwest, Washington, DC� 20011-8400 to gain a better understanding of the work to be required. GPS Users:� Enter ""140 Rock Creek Church Road NW, Washington, D.C. 20011"" to map the approximate location of Eagle Gate entrance. No questions shall be asked or addressed at the site visit.� All questions shall be submitted in writing by the time designated below.� The site visits are scheduled for June 3-7, 2024.� Those parties interested in participating in the visit SHALL contact Patrick Benjamin via email at Patrick.Benjamin@afrh.gov no later than 2:00 p.m. ET, Tuesday, May 28, 2024. Attendees will need to be able to provide a current form of identification (i.e. Driver�s License) at the guard station in order to gain access to the campus. Only packages from Contractors who attend the site visit shall be considered for this requirement. Questions regarding this solicitation shall be submitted in writing by 2:00 p.m. ET, Tuesday June 11, 2024 to purchasing@fiscal.treasury.gov with the subject line "" Questions for Grounds Maintenance/Snow Removal, Attn: RJobes/GJohnson� "". Proposals shall be e-mailed to purchasing@fiscal.treasury.gov, with the subject line �Proposals for Grounds Maintenance/Snow Removal, Attn: RJobes/GJohnson� and received on or before 10:00 am EST on Thursday June 20, 2024. Late or incomplete applications will not be considered. Only complete applications submitted to the e-mail address above will be considered. A complete application shall include the following items: In submitting your response by email, the subject line must reference: �Proposals for Grounds Maintenance/Snow Removal, Attn: RJobes/GJohnson� Provide a Cover Letter with your company name as it appears in the System or Award Management (SAM) including your UEI/DUNS number and a list of any subcontractors that may be used under the contract. Also, include a company Point of Contact (POC) for this acquisition including name, title, phone number, and email. � Offerors shall confirm that they are capable of utilizing the Internet Payment Platform (IPP) in accordance with the DTAR 1052.232-7003 Electronic Submission of Payment Requests (APR 2015). Describe any exceptions to the solicitation clauses or other conditions.� This includes proposed language additions, deletions, or substitutions.� Explain the reason(s) for the proposed exception and identify all existing solicitation language affected by the proposed change.� If any such exceptions or conditions are offered, they must also be identified in a proposal cover or transmittal letter. If the proposal involves a joint venture, ""teaming arrangement"", or significant subcontract effort, describe the legal and business arrangements involved. Provide responses to all technical scenarios outlined in the PWS. Provide a list of three (3) references with contact information (telephone number and if available, email).
