- Amendment 5 The purpose of this amendment is to answer 9 questions, update Attachment 2 Price schedule CLIN FL79C2 quantity, and extend the due date from June 20,2024, 03:00 pm EST to June 28, 2024, 03:00 pm EST. CLINs 6610TE, 6610TS, 6610TW � Can you clarify the Unit of Measure �Each� and how these CLINs will be utilized.�DLA DS: These CLINs were created for our Reserve units that are throughout Texas. �When the POC for the reserve unit requires a removal from one of the sites listed in the CLIN description or within a reasonable distance from a location listed in the CLIN description that CLIN will be ordered along with the required disposal CLIN. �Example:� If a generator from Amarillo Texas has eight (8) FL03C4 and 550 lbs. of BA01 they would order the following: eight (8) each FL03C4, 550 pounds of BA01C7, and CLIN 6610TW at one (1) each to cover the added transportation cost associated with servicing these areas.� � CLINs 1900SA, 1902SA, 1905SA � Due to the demand on laboratories for testing of PFAS. Laboratories are taking 45 � 60 days to turnaround lab results for PFAS related samples.� We are requesting that DLA change the performance requirements for PFAS related testing to 60 days.�DLA DS: DLA is aware of the current laboratory backlog for testing of PFAS at commercial environmental laboratories.� For this reason, DLA will annotate the Price Schedule and/or PWS for PFAS sampling and analysis CLINs to allow reporting results within 60 calendar days following the issuance date of a written Task Order.� Offerors are advised that all PFAS samples must be kept refrigerated and prepared (extracted) within 14 calendar days from the sampling date.� The extracts must be analyzed for PFAS within 30 calendar days from the extraction date. CLINs NR79C4 � states, �Contractor returns empty 55-gallon metal drums (C4) to Generator for reuse.�� Please clarify if this accurate and how it is currently being performed.� DLA DS: Yes, this is accurate.� The KTR would be responsible to return the generators empty 55-gallon drum(s) usually during the next removal or at an agreed time/date w/generator.� Current vendor has created their own system on how they manage this CLIN that we would not be in a position to state in this open forum.� CLIN NR79B6 - states, �Contractor returns empty 55-gallon metal drums (C4) to Generator for reuse.�� �B6� Suffix CLINs are defined as �Removed via Rolloff Box� Please clarify / explain how this is currently being managed?� DLA DS: CLIN Suffix B6 is for light weight debris (under 600 lbs. per cubic yard) historically under this particular contract for this particular area generators are using 20 cubic yard rolloff boxes to contain their lightweight rags and pads under base CLIN NR79 hence the CLIN suffix of B6. CLIN TX78C4 - Please provide the waste material profile for the following waste streams: BLASTING MEDIA TOXICITY (SOLID), PAINT DEBRIS TOXIC, SOLID ORGANIC DLA DS: Generator specific profiles will be proved to the awardee upon award, in the interim please utilize the CLIN description for pricing.�� CLIN FL03C6 - Please provide the waste material profile for the following waste streams: NON-CONTROLLED MEDICAL FLAMABLE TOXIC.�DLA DS: Generator specific profiles will be proved to the awardee upon award.� CLIN RE11B5 - Please provide the waste material profile for the following waste streams: CONTAMINATED JP FUEL, MOGAS, DIESEL.�DLA DS: Generator specific profiles will be proved to the awardee upon award.�� CLIN CS01C4 - Please provide the waste material profile for the following waste streams: CLEANER/DISINFECT CORR ALKALI LIQ INORGA.�DLA DS: Generator specific profiles will be proved to the awardee upon award.�� CLIN NR03B5 - Please provide the waste material profile for the following waste streams: USED ANTIFREEZE FOR HAZ SALE.��DLA DS: Generator specific profiles will be proved to the awardee upon award. Amendment 4� The purpose of this amendment is to answer a question. Must we be on Must we be on the DLA QFL and QTL list prior to bidding? Answer: No.�Per the PWS Attachment 1� 5.0 QUALIFIED FACILITIES AND TRANSPORTERS LISTS (QFL/QTL) a. The Contractor will only utilize facilities and transporters listed on the Qualified Facilities List (QFL) and Qualified Transporters List (QTL) when performing removals for recycling or disposal services.� The QFL and QTL is located on the DLA Disposition Services Website at:�https://www.dla.mil/DispositionServices/Offers/Disposal/HazardousWaste/HazWasteDisposal.aspx. These are�the only facilities and transports you can be used if you were to win the contract. There is a process to add to it but you must have a current contract to request that. You do not have to be on those lists to bid. Amendment 3 The purpose of this amendment is to update Attachment 13 order history of the current contract to include�actual pickup location and the primary waste material profile(s) for each of the following Pickup DoDAAC and HINs Amendment 2 The purpose of this amendment is to answer 6 questions and add Attachment 13 order history of the current contract. Per Page 70 Section 9.0 Contract Minimum/Maximum, please state what the estimated value of the contract is. Answer-As of April 18, 2024, the total value of task orders on the current contract for both the 30-month base and option periods was $3,212,568. In regard to this solicitation, is there an incumbent?�Answer-Yes, the current contract is SP450020D0003. Are there are specific pick updates from each site. Answer- The standard removal time for containerized waste under this contract is fifteen business days, and for bulk waste is five (5) business days, per Section 7.0. of the PWS. Is there any Small Business Size Standard on this or full & open? Answer- Yes, as described in the description. This acquisition is being issued as a full and open competition on an unrestricted basis. Will there be special equipment or requirements needed? Answer- This is covered in the solicitation, Attachment 1 Performance Work statement (PWS). Which sites have hazardous material pick up, which ones does not. Answer-As stated in the Combined Synopsis- Work will consist of the removal, transportation, and disposal of Resource Conservation and Recovery Act (RCRA) hazardous wastes, non-RCRA wastes, State-Regulated wastes, Non-State Regulated wastes, Universal Wastes, Compressed Gases, Polychlorinated Biphenyls (PCBs), and Per- and Polyfluoroalkyl Substances (PFAS). Amendment 1 The purpose of this amendment is to correct the due date in the�Combined Synopsis ( July 19, 2024 1500 EST), and attachment 4 (June 30, 2024 1500 EST)� to correct date June June 20, 2024 1500 EST Combined Synopsis/Solicitation SP450024R0015 has been prepared in accordance with the procedures in FAR 12.603.� Work will consist of the removal, transportation, and disposal of Resource Conservation and Recovery Act (RCRA) hazardous wastes, non-RCRA wastes, State-Regulated wastes, Non-State Regulated wastes, Universal Wastes, Compressed Gases, Polychlorinated Biphenyls (PCBs), and Per- and Polyfluoroalkyl Substances (PFAS) located on or around military installations or within a 50-mile radius of any pickup point listed on this contract in the state of Texas. The following additional information is provided in accordance with FAR 12.603(c)(2).� (i) ��������� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) �������� Solicitation SP450024R0015 is issued as a request for proposal (RFP).
