- The Medical Readiness Contracting Office - Pacific intends to award a firm-fixed price contract for the personal services of a Deployment and Occupational Health Family Nurse Practitioner (FNP) for the 51st Medical Group at Osan Air Base, Korea.� The FNP shall perform deployment-related health assessments (DRHAs), annual occupational health exams (OHE), annual mental health assessments (MHA), and annual physical health assessments (PHA) that comply with applicable Department of Defense (DoD) and Defense Health Agency (DHA) policy and guidance, to include required standards of care and clinical practice guidelines.� Required qualifications include, but are not limited to: Education:� Must possess a Masters in Nursing Degree by a national nursing accrediting agency recognized by the United States Department of Education. Foreign Medical Graduates. Certification by the Educational Commission for Foreign Medical Graduates (ECFMG) for physicians, certification by the Commission on Graduates of Foreign Nursing Schools (CGFNS) for nurses. Contract HCWs who are graduates of foreign medical schools will possess both a U.S. medical license and certification by ECFMG for health care physicians and CGFNS for nurses as defined in 29 CFR 825.125. Residency institutions must have been ACGME accredited during the time the member was enrolled. ECFMG is required for graduates of medical schools located outside the U.S., Puerto Rico, and Canada. As of 2017 a provider who possesses Fifth Pathway is no longer acceptable. Board Certification.� Requirements for board certification, if applicable, will be outlined in the DHA PM 6025.13, vol. 4 and the Performance Work Statement. Continuing Education.� The Contractor shall ensure that contract Health Contract Workers (HCWs) who are licensed, registered or certified by state bodies, professional organizations or national/medical associations continue to meet the minimum, standards for continuing education to remain current as prescribed by their professional agency and applicable regulatory guidelines and policies. The Contractor shall ensure contract HCWs obtain continuing education at no additional cost to the Government.� The Government may approve contract HCWs to attend continuing education courses at the place of performance on a space available basis; however that time shall not be billable to the Government. Licensure/Certification/Registration:� Must possess a valid, unrestricted license to practice as a Nurse Practitioner (NP) from one of the 50 United States, and/or the District of Columbia, the Commonwealth of Puerto Rico, or territories of the United States. The contract HCW must be in good standing, and under no restrictions, or investigations with the state in which a license is held or has been held, or the national licensure board, within the past 10 years. The provider must maintain current certification in either the American Heart Association Basic Life Support (BLS) (Course C) or the American Red Cross Cardiopulmonary Resuscitation (CPR)/BLS, ACLS course, and Community Health Management, Tables 1.1 through 1.6. The MTF can provide BLS and ACLS refresher courses. Experience:� A resume that reflects at least three years of total nursing experience including one� year of FNP within the last five years.� The offeror shall provide evidence of prior experience in following format: -�������������� The title of the contract/project -�������������� A brief description of work completed -�������������� Name of the Client Organization or Requiring Activity -�������������� Period of contract/project (year/month/date � year/month/date) -�������������� Complete name of point of contact at the Client Organization -�������������� Phone number of the POC of the Client/RA The Contract HCW shall be able to communicate in the English language at a proficiency level of a native speaker (as demonstrated by Test of English for International Communication (TOEIC) score greater than or equal to 850, which was obtained within the last three years and as exemplified in their written and verbal skills in the performance of their duties under this contract. The Government will assess language skills of all contract employees who are required by terms of this PWS to be proficient at speaking English through performance of services. If the Government, at its sole discretion, determines that the language skills of the contract HCW does not meet the language proficiency skills required of the position, the Government reserves the right to require the Contractor to provide a replacement contract HCW that does possess the required language proficiency skills required of the position, at no additional cost to the Government. The English test (TOEIC) requirement will be waived for individuals who are native English speakers. FNP must have a working knowledge of Microsoft Office applications and must become proficient in the use of the following computer systems: MHS GENESIS, Aeromedical Services Information Management System (ASIMS), and the electronic medical record systems that may eventually replace these computer systems. FNP shall possess the ability to provide and coordinate detailed consultation services and advice to, and gather information from, health care professionals, paraprofessional personnel, and non-medical personnel.� Ability to analyze, evaluate, reconcile contradictory requirements in, and draw conclusions from multiple sources of medical and technical information and analyze, interpret, and apply medical standards to general military population, aviators, and other special operational duty personnel as well as different functions and motivations of the employees or groups involved. This requirement is for a one-year period of performance 1 August 2024 � 31 July 2025, plus two one-year options, and the FAR 52.217-8, Option to Extend Services.� The NAICS code for this proposed procurement is 621399 and the annual size standard is $10M.� This solicitation package will be available on the SAM.gov website (http://SAM.gov/) approximately in June 2024.� No paper copies of the solicitation will be issued and no solicitation mailing list will be compiled.� The Contracting Officer is Ms. Kanoe Sing-Ching, (808) 438-9539, kanoelani.c.singching.civ@health.mil, and the Contract Specialist is Ms. Charis K. NOTICE TO OFFERORS All sources may submit a quote as applicable.� However, the Republic of Korea (ROK)-United States (U.S.) Status of Forces Agreement (SOFA), may preclude the U.S. Government from granting Invited Contractor or Technical Representative Status to any offeror, for this requirement. �All sources submitting a quote, including U.S. sources, must already have OR confirm their ability to obtain the requisite business licenses directly from the ROK Government, and conduct business in accordance with all applicable ROK laws, including but not limited to, rules and policies regarding labor, taxation, and immigration.� If an initial quote does not fully demonstrate this authorization and capacity, it will not be further considered for award. Whether an offeror demonstrates this authorization and capacity shall be determined by the Contracting Officer.
