Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quote (RFQ) and the solicitation number is 36C24E24Q0069. The government anticipates awarding a firm-fixed price contract resulting from this combined synopsis/solicitation. This solicitation is issued as a 100% set aside for small business concerns. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at www.acquisition.gov. STATEMENT OF NEED (SON) CONTRACT DESCRIPTION AND REQUIREMENTS The Regional Procurement Office (RPO) - East has a requirement to purchase survey services necessary for a study led by the Research Department at the VA Puget Sound Health Care System (Seattle). A firm-fixed price contract will be awarded for the purchase of services in accordance with all terms, conditions, provisions, specifications and schedule of this solicitation herein. Quotes shall contain the Offeror s best terms for cost/price and technical capabilities of the requirement. The government reserves the right to award without discussions. 1.1 PRICING The Offeror shall submit price quotes for the required services to the specifications listed in Section 1.2 below. 1.2 GENERAL INFORMATION Requirement: Survey Services Multimodal Veteran Survey to Validate a Novel Patient Reported Experience Measure for VA Women's Health Care Background: VA Puget Sound Health Care System, Department of Health Services Research and Development requires services to conduct a survey for a VA Health Services Research & Development (HSR&D) funded Investigator Initiated Research project titled Development and Validation of a Patient Reported Experience Measure for VA Women's Health Care (IIR21-104). The research project is funded to develop and validate a patient reported experience measure (PREM) for VA women s healthcare. Patient-reported experience measures (PREMs) are process measures that focus on the interpersonal aspects of healthcare. They are increasingly used to measure care quality and address inequities. The research team has developed the first PREM designed specifically to quantify women Veterans experiences with VA health care. Validation of the draft PREM requires fielding the new measure in a series of two surveys. Dr. Jodie Katon (located at VA Greater Los Angeles) is leading this project in partnership with a team of co-investigators and project staff located at VA Puget Sound HSR&D, including Co-Investigators Drs. Kristen Gray, Lisa Callegari, and John Fortney. The project has current Research & Development Committee approval at both VA Puget Sound (IRBNetID 1669741) and VA Greater Los Angeles (IRBNetID 1734510) and both site s IRBs have determined this research project to be exempt from review. 4. Scope: The requested contract is to conduct two surveys, obtaining survey responses from up to 700 women and gender diverse Veterans for the purpose of testing and validating the PREM. VA Puget Sound will provide contact information (first name, last name, mailing address, all emails, all phone numbers, and a unique study identifier) for potential Veteran participants, hereafter referred to as the participant list. Vendor will be supplied with the participant list (3000 Veterans) via a secure method before survey recruitment efforts begin. The participant list will be divided into eight mutually exclusive recruitment strata (labeled 1 through 8). The participant list will be used by the vendor to invite Veterans to participate in up to two study surveys. For the first survey, Vendor will conduct multimodal survey recruitment efforts until a minimum of 600 responses have been obtained to the first survey (not to exceed 700 responses). Vendor will track survey completion by strata and target recruitment as needed to ensure a minimum of 70 responses are achieved from each stratum. The second survey will be administered among Veterans who complete the first survey, no less than one month and no more than three months after completing the first survey. Only Veterans who have a valid cell phone number or email and completed the first survey via the web will be eligible to complete the second survey. Vendor will conduct recruitment for the second survey until a minimum of 100 total responses have been obtained (not to exceed 150 total responses). There are no requirements for tracking or ensuring equal responses by recruitment strata for the second survey. The VA study team will provision the participant list for the vendor. The participant list will include female Veterans who have received VA care within the past 6 months. The list will be stratified by three dichotomous demographic factors, creating eight mutually exclusive recruitment strata. The strata will be labeled 1 through 8 in the participant list and the vendor will remain blind to the demographic factors that define the strata. The recruitment list will include 750 Veterans within each stratum for a total of 3,000 Veteran records. VA Puget Sound will provide the participant list to the Vendor via a study VA Box.com account. Upon receiving the data, Vendor will be the point of contact to perform the survey and the information will be hosted at a site that is Federal Information Processing Series (FIPS) 140-2 approved and certified. The data collected by Vendor will be stored on Vendor s servers, which are encrypted and are located inside a secure rack inside a locked, limited access room. Vendor will utilize multimodal forms of contact to invite Veterans to participate. Multimodal forms of contact will be: E-mail (Respondents can complete survey via web or call in on 800#) Text Message (Respondents can complete survey via web or call in on 800#) Mail to Veterans without a cell phone number or email address listed (Respondents can complete survey via web or call in on 800#) Phone (the vendor will call non-responders and offer them the opportunity to complete the survey via web or over the phone) The first survey length is expected to be 10 to 15 minutes when self-administered online. This will be translated into 15 to 20 minutes in length if completed over the telephone. The second survey length is expected to be 5 to 10 minutes in length when self-administered online. The second survey will only be conducted online. 1.3 Capabilities & Salient Characteristics: Vendor must meet the following project requirements: Vendor must have at least 3 years of experience conducting multi-modal surveys for multiple VA projects. Vendor must have at least 3 years of experience setting up and managing secure texting for multimodal VA surveys. Vendor must have at least 3 years of experience training staff for multi-modal secure surveys. Vendor staff must be trained on the use of the Veterans Crisis Line and employ an emergency protocol if necessary. Vendor must be able to launch survey within three months of contract execution. Vendor must have a call center that is available to make calls in the evenings and on weekends (non-business hours). Vendor must be able to host web survey via a VA domain that is mobile-friendly and 508 compliant. Vendor must have prior experience successfully fielding surveys to women Veterans on potentially sensitive topics. The salient characteristics identified above are intended to be descriptive, not restrictive, and to indicate the quality and characteristics of the services necessary will be satisfactory. Instructions to the Offeror Basis for award resulting from this RFQ will made via comparative evaluation that provides a complete package pursuant to the preparation requirements set forth in 52.212-1. FAR 52.212-2 (Evaluation - Commercial Items) will be incorporated in full text into the RFQ and will be evaluated on the following factors. Evaluations will be in accordance with FAR 13 Simplified procedures. Evaluation Factors for Award: Factor 1 - Technical Capabilities All offerors must meet or exceed all requirements and salient features as listed in the Statement of Need. Factor 2 - Past Performance - Past Performance will be based on the most current CPRS Report. (Lack of past performance with government entity will be rated as neutral .) Factor 3 - Price The following FAR provision and clauses apply to this solicitation and are incorporated by reference. The solicitation document, incorporated provision and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-89, Effective July 2, 2015. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at www.acquistion.gov.
