- Intent to Sole Source DESCRIPTION: The U.S. Army Corps of Engineers, Rock Island District, intends to award a Non-Commercial firm-fixed-price contract for wicket gates to CPK MANUFACTURING, LLC. of Augusta, Maine, on a sole source basis in accordance with 6.30 -1(a)(2)(ii)(A and B), �Substantial duplication of cost to the Government that is not expected to be recovered through competition and Unacceptable delays in fulfilling the agency�s requirements�.� SCOPE OF WORK: The Government requires procurement of 125 fiber reinforced polymer (FRP) wicket gates to replace the existing deleteriously aging wooden wickets. The contract includes the design, fabrication, and supply of fiber reinforced polymer (FRP) composite wicket gates for the Peoria and LaGrange Dams located on the Illinois River. The composite wicket gates shall be manufactured with a vacuum assisted resin transfer molding process. The composite wicket gates will need to meet the fits and function of the current wooden wicket gates as used at the locks and dams. The Peoria wicket gate size is 197 inches long and 46 inches wide with a thickness of 9 inches. The LaGrange wicket gate size is 179 inches long and 46 inches wide with a thickness of 9 inches. There is a need for 61 wicket gates at Peoria and 64 wicket gates at LaGrange. The gates will need to be designed to meet the physical and engineering properties specified within the contract. The gate will need to be tested to show that physical and engineering properties have been met. The composite wicket gates will need to be compatible with the existing steel hardware used on the current wooden wicket gates. The primary composite materials must be commercial grade E-glass fibers and vinyl ester resin. Other resin additives such UV inhibitors, fillers, or pigments are permitted to meet requirements such as color and environmental protection. Upstream surface and edges will need to have protection for impact durability and abrasion resistance. The composite wicket gates are to be custom design and built items. Other than the steel hardware, the composite wicket color shall be yellow.� DELIVERY REQUIREMENT: General Schedule capability of delivery winter of 2024/2025. Delivery will be required approximately 240 working days after Notice to Proceed (NTP) to meet the winter 2024/2025 delivery requirement. PSC: 9330 Plastics Fabricated Material NAICS CODE: 326199 All other plastic product manufacturing SIZE STANDARD: 750 Employees THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued.� However, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement.� Supporting evidence shall be in sufficient detail that demonstrates the ability to comply with the requirements listed and must be furnished to the point of contact listed below by June 28, 2024, at 4:00 PM CDT. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
