Description
Notice of Intent The Department of Energy (DOE), Office of Intelligence and Counterintelligence (IN), Energy Security Division (ESD) has a mission requirement for analysis and reporting on global geopolitical risks and trends affecting U.S. energy security. ESD�s requirement includes access to publications and advisory services for analytical support and consultation. Specific requirements include publications on macro and comparative analysis, country and regional reports, sector-specific reports, as well as presentations on rapidly-developing country or sector-specific issues that come up on an event-driven basis. Access to such information will enable ESD to monitor trends and support stakeholder requests. ESD intends to purchase subscription products and advisory services from Fitch Solutions due to their unique expertise in collecting and analyzing macroeconomic, political risk, and financial market information across major global industries. Their specialized macroeconomic and industry risk product suite offers a highly integrated approach to market analysis and risk research. Fitch Solutions has an expansive team of industry experts and global research teams who specialize in the energy sectors that can provide first-hand knowledge of markets and potential threats or risks. The award will be a Firm Fixed Price (FFP) contract that includes one 12-month base period and four 12-month option periods, structured to provide for one core product each annual performance term. In accordance with the Competition in Contracting Act, 41 U.S.C. 253 [C] [1], as implemented by FAR 6.302-1, other than full and open competition is authorized when there is only one responsible source and no other supplies and services will satisfy agency requirements. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS Interested parties may submit a capability statement by June 24, 2024 at 0800 AM EST via email to Lars.Hankin@HQ.DOE.GOV. Please include �Specialized, Macroeconomic Product Suite and Advisory Services� in the subject line of the email if submitting a capability statement. The written response must include a detail discussion demonstrating experience providing the services identified in this announcement and past performance client information for similar services. A determination by the Government to compete this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered sole for the purpose of determining whether to conduct a competitive procurement.
