- The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD, on behalf of the United States Army Research Institute of Environmental Medicine (USARIEM), Natick, MA is issuing this sources sought�synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide�cartridges kits and consumables for use in the Bio-techne Ella instrument. Components include cartridge kits and corresponding controls required for the instrument to operate. Cartridge kits must be compatible with the Bio-techne Ella system, and all reagents must ship with appropriate packing material (e.g. cold packs) so as to maintain product integrity during shipping.�These products are to be used to operate a laboratory instrument currently in use within USARIEM�s central laboratory, the Bio-techne Ella. This instrument analyzes collected samples from human research for specific analytes of interest. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT.� PROGRAM BACKGROUND This is a recurring requirement to support an instrument currently owned and in use within USARIEM�s central laboratory. The instument is the the Bio-techne Ella. Because of the specificity of these supplies, no other vendors supply the required consumables outlined in the requirements. All supplies must be compatible with USARIEM�s current instrument, the . Bio-techne Ella. The Ella is an automated immunoassay system with an extensive test menu. It provides the ability to multi-plex assays. USARIEM will run various tests on the instruments, and it was procured primarily for it�s ability to assess cytokine concentrations within human samples. REQUIRED CAPABILITIES Reagents, tests kits and consumables for use in the Bio-techne Ella Reagent kits must be read by Bio-techne Ella Reagents must ship with appropriate packing material (e.g. cold packs) so as to maintain product integrity during shipping Vendor must supply corresponding controls for test kits. All supplies and consumables must be for use in Bio-techne Ella All reagents and supplies must be available from a single vendor ELIGIBILITY The anticipated NAICS code for this requirement is 325413 with a Small Business Size Standard of 1,250 employees. The Product Service Code is 6640. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 3:00 PM, ET, 21 June 2024. All responses under this Sources Sought Notice must be e-mailed to roberto.a.gonzalez-echeverria.civ@health.mil. This documentation must address at a minimum the following items: 1.) What type of work has your company performed in the past in support of the same or similar requirement? 2.) Can or has your company managed a task of this nature? If so, please provide details. 3.) Can or has your company managed a team of subcontractors before? If so, provide details. 4.) What specific technical skills does your company possess which ensure capability to perform the tasks? 5.) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company�s ability to perform at least 50% of the tasking described in this PWS. 6.) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, Unique Entity ID, cage code, etc. 7.) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 8.) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The estimated period of performance is approximately 5 Years with performance commencing�1 August 2024 - 31 July 2029 The contract type is anticipated to be Firm Fixed Price (FFP). The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Roberto Gonzalez, in either Microsoft Word or Portable Document Format (PDF), via email roberto.a.gonzalez-echeverria.civ@health.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
