- This is a SOURCES SOUGHT NOTICE. This is for market survey only; therefore; solicitation copy requests will not be provided. No proposals are being requested or accepted with this sources sought and no contract shall be awarded from this notice. This is not a solicitation for quotes, but a solicitation may be issued at a later date. No reimbursements will be made for any costs associated with providing information in response to the Sources Sought or any follow-up information request. The Government will not be responsible for any costs incurred by interested businesses responding to this Sources Sought Notice. Contact with other than 406 AEW/A4K (CONS) personnel by potential offerors or their employees regarding this notice is prohibited. The purpose of this notice is to conduct market research only. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, supervision and any items and services necessary to operate an Internet-based Contractor Operated Parts Store (ICOPARS). The basic concept of an ICOPARS requires a contractor provided/managed Internet software program that enables personnel in the field to place/track vehicle parts/tool purchase requests and identify the parts/tools as received with minimal effort. The contractor shall be responsible for determining the part number when not provided, selecting the correct vendor, procurement of the part, shipping/tracking, and other associated tasks. The contractor shall furnish automotive and related vehicle parts, automotive chemicals, corrosion control materials, upholstery material, and accessories for approximately 350 vehicles/equipment located in the 406 Air Expeditionary Wing (AEW) Area of Responsibility (AOR), which currently consists of: Kenya and Djibouti, as well as Ramstein AB Germany. Specialized tools may be purchased under this contract when approved by the Contracting Officers Representative (COR). Services for repair/rebuilding/remanufacturing are not authorized under this contract. The solicitation and subsequent amendments will be publicized through System for Award Management website at www.sam.gov. Contractors are solely responsible for monitoring the Internet to download the solicitation and any subsequent amendments. Paper copies and/or electronic mail of the solicitation and any subsequent amendments will not be provided under any circumstances. Prospective offerors shall have a current System for Award Management (SAM) registration prior to contract award. Interested businesses should respond to the questions presented within this Sources Sought Notice to facilitate the Government's market research efforts. The Government will analyze all responses and determine the business strategy for this acquisition. Any questions relating to this notice must be submitted in writing, via email ONLY and solely to the Point of Contacts listed in this notice. The submission should address all questions in the Sources Sought questionnaire below and your firm's ability to perform the requirement. The United States Air Force, 406th Air Expeditionary Wing has been tasked to identify potential sources, market capabilities, and market conditions for the acquisition of Internet-based Contractor Operated Parts Store (ICOPARS).� Interested and capable commercial sources are being sought to determine capability to deliver the attached items. What is the approximate lead time for the integration of a centralized vehicle parts ordering system required to operate in the African locations identified in the SOW? Any vendor feedback is highly encouraged; however, no direct responses will be provided at this time. All submittals received will be reviewed for informational purposes.
