Description
This is not a solicitation, but rather a Request for Information (RFI). Your response will assist the Air Force in defining the processes and tasks needed to successfully perform our requirement. General Information: This is a non-personal services contract to evaluate the Air Force�s Personal Financial Readiness (PFR) program. This work falls within the Airman and Family Readiness Policy Branch (AF/A1SAA) under HQ Air Force Services. Background: The Contractor will administer the Department of Air Force (DAF) Adult (18 years of age or older) Respite Care Program. This program provides EFMP Adult Respite Care for eligible Airmen and Guardians. The EFMP Adult Respite Care Programs is intended for the adult use only; child and sibling respite care will not be provided.� This is a new requirement for the DAF; eligible Airmen and Guardians will be identified Sep � Nov 2024; the government anticipates 250 � 300 eligible families throughout the CONUS; specific locations and level of need is unknown. Scope: The Contractor shall provide respite care to eligible DAF families. the EFMP Central Cell, located at Randolph AFB in San Antonio, TX, will decide the number of hours authorized for each family. The Contractor will maintain complete and accurate service member records ensuring that the required documentation is complete in accordance with a DAF provided documentation checklist. The contractor will provide periodic quality control record checks. The information provided in the service member�s records is shall only be used internally by the Contractor for the execution of this requirement. The Contractor shall ensure respite care providers are eligible to participate in the EFMP and complete all requirements for background checks: a) fingerprint-based Federal Bureau of Investigations criminal history background check; b) state criminal history repository checks; c) state child abuse and neglect repository; d) state sex offender registry; e) provider certification and/or licensure as required; f) respite care providers must be 18 years of age or older and must have a high school diploma or equivalent. The Contractor shall recruit, train, and provide technical assistance to responsible, qualified respite care providers throughout the United States where authorized members reside. The contractor shall furnish liability insurance to eligible respite care providers under a Provider Agreement with a Partner Agency (after completion of training/background check) during respite care services. The Contractor will establish standard operating procedures for reporting medical incidents and accidents occurring during the provision of respite care services. The Contractor will be responsible to pay each adult respite care provider the authorized payment amount based on the submission of an electronic record by the adult respite care provider once the service is verified by the Service Member. Contractor responsibility includes documenting the verification of payment, the amount of payment, and must transfer payments directly to the provider. The Contractor shall ensure oversight of the program by establishing a system to monitor respite care providers on a quarterly basis, ensuring each family�s home is visited at least once per year. The Contractor shall provide data requested by the Contracting Officer�s Representative (COR) or EFMP Central Cell in relation to reporting requirements, correspondence to Congressional Reports, Requests for Information, and other requests as received.
