- Introduction: The Naval Air Systems Command (NAVAIR), Multi-Mission Helicopter Program Office (PMA-299), Patuxent River, Maryland, is seeking qualified sources that can provide Technical Analysis, Engineering, Integration Support, and Requirements Development capability for the MH-60R aircraft that can meet the PMA-299 requirement. �This Market Research tool is being utilized to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation.� The analysis and trade studies will include both hardware integration into the MH-60 aircraft and software integration into the Avionics Operating Program (AOP), a Lockheed Martin proprietary product. This effort includes, but is not limited to, non-recurring engineering (NRE), systems engineering, software engineering, integrated logistics support, prototyping, as well as validation and verification of changes. The Government will review industry responses to this Sources Sought to determine the appropriate method of acquisition. Requirement: Specific performance requirements will include initial technical and integration analysis, interface management, modeling and simulation, risk/opportunity mitigation,� hardware or software design and integration support for emergent or modified systems, implementation recommendations, product support analysis, preliminary reliability and maintainability predictions, fleet readiness improvements, spectrum supportability, impact analysis for current and future configurations, Systems Engineering Technical Reviews (SETR) analysis, up to and including Preliminary Design Review (PDR) of the MH-60 aircraft. The purpose of these technical and engineering efforts is to provide analysis of urgent MH-60 user needs and evolving technology enhancements that shall assist with the development and integration of new technology solutions and common avionics upgrades identified by the Government. � Background: As the U.S. Navy�s multi-mission maritime helicopter, the MH-60 aircraft is operationally deployed in support of anti-submarine and anti-surface warfare for open ocean and littoral zones. Lockheed Martin Rotary and Mission Systems (LM RMS) is the sole designer, developer, and manufacturer of the MH-60R/S helicopter mission avionics suite, common cockpit, and all subsequent changes and improvements therein to the production aircraft. Currently, the Government does not possess unlimited rights to the necessary data developed by the Original Equipment Manufacturer (OEM), Lockheed Martin Corporation, for integration of new hardware or software into the aircraft. Submission Details: Responsible sources may submit a capability statement, which will be considered by the agency. Any statement must clearly demonstrate the capability to respond to this requirement without detriment to the H-60 Helicopter Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include the company�s approach to accomplish this effort in support of the H-60 Helicopter Program. Each capability summary should address at a minimum the following: Description of MH-60 specific Technical Analysis, Engineering, Integration Support and Requirements Development capabilities. � Capability description, with specific product examples, to perform the following tasks: a.�Perform analysis, and engineering investigations to assist the Government in resolving aircraft safety, performance, integration, and/or operational issues in conjunction with integration of subsequent system/platform enhancements or configuration changes to the MH-60 aircraft. b.�Perform simulation and modeling to assist Government in demonstrating technology capabilities and integration into the MH-60 configuration. c.�Analyze potential MH-60 enhancements to determine if they necessitate updates to any Flight Certification and/or Navai Air Training and Operating Procedures Standardization (NATOPS)/DASH-1 performance charts. Responses to this Notice are not to exceed 10 pages in length on 8.5 X 11-inch paper with one-inch margins and font no smaller than 10-point Times New Roman. The Government requests responses be submitted electronically via Microsoft Word or PDF format with proper data markings for unclassified and proprietary information within 15 days of the publication date of this Notice. Classified material shall not be submitted. All submissions should include: the Sources Sought Notice Reference Number, company name, company address, company business size, cage code, and a point of contact who is able to discuss the Capability Statement submitted. Point-of-contact information should include name, position, phone number, and email address. Acknowledgement of receipt will be provided. All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with Far 15.207. All submissions must be clearly marked with the following caption: For Official Use Only, Releasable to Government Agencies for Evaluation Purposes Only. Responses that fail to comply with the above instructions or present ideas not pertinent to the subject may not be reviewed. The Government is under no obligation to provide responses or comments to information received from interested parties but may request additional information following review.
