- Solicitation # 36C24524B0018 Project # 688-24-111 Contract Description: Renovate Biomedical Engineering GC105 at the DC VAMC. Modification: 0003 The purpose of this modification is to issue answers to RFI Questions that were submitted in a timely manner. There will be no further site visits, and no further RFI s will be accepted at this time. IMPORTANT NOTICE: The IFB opening date is July 11th, 2024, at 2:30pm EST. Per the original solicitation, all bids must be received electronically by the CO at Liana.Holland@va.gov by 2:30PM EST on Thursday July 11, 2024. Please ensure a copy of the bid guarantee is included with your electronic bid. A hard copy of the bid guarantee MUST be received at the following address by the bid due date and time of 2:30pm EST on July 11 to be considered compliant: Martinsburg VA Medical Center C/O Shawn Shafer 510 Butler Ave, Building 306A-11 Martinsburg, WV 25405 Bid opening will occur at 2:30pm EST on July 11, 2024 on Microsoft Teams: Meeting ID: 245 742 499 404, Passcode: sNk4bH, https://www.microsoft.com/en-us/microsoft-teams/join-a-meeting. Here are the RFI Questions and answers: Question 1: Since the Biomedical Engineering team will still be occupying the space during renovations, please confirm that hours for contractors will be second & third shift. What time will the space be available for the contractors to begin work and what time must the contractors be finished in order to turn the space back over to Biomedical Engineering team each morning for their shift? Answer to Question 1: The area of work will be vacant during time of construction. During Phase 1, the users of the space will be relocated to Phase 2 area, and vice versa. Phase 1 must be fully finished and activated so that the end users can move back in prior to start of Phase 2. Contractors may work during regular working hours; however, utility outages shall take place after Biomedical Shop hours of 6am 6pm. This is mentioned in the SOW under Safety Precautions. Question 2: The duration for VA approval of any required submittal, shop drawing, or other submittals will not be less than 20 workdays: Allow 10 days for initial review of each submittal. Is it 10 or 20-days for Gov submittal review time of submittals? Answer to Question 2: Initial Review of each submittal is 10 days. Resubmittal review (if needed) is also 10 days. See Spec Section 01 33 23 2. Question 3: TEMPORARY USE OF EXISTING ELEVATORS: Contractor will not be allowed the use of existing elevators. Area of renovation/construction is on-grade accessible and will not require the use of existing elevators. Elevators were used to access the site during the visit, please confirm accessibility to site without elevators. Answer to Question 3: Correct, there is an area in the back of the building that allows access to the space without the use of the elevator. This path shall be coordinated with the COR and Safety Manager after award. Question 4: Coordination drawings: can they be submitted electronically, or must they be submitted ROLLED WITHIN A MAILING TUBE, fully protected for shipment as the spec states? Answer to Question 4: Electronic submissions are allowed. However, product samples must be packaged and submitted physically. Question 5: The VAMC building will be occupied during the performance of construction work and immediate areas of alterations will not be vacated. Construction work shall be performed overnight in each scheduled phase. Please confirm this project is 100% to be done after hours, M-F, 6pm to 6am. Does weekend work require letter/email approval? Answer to Question 5: The contractors are allowed to work during regular working hours. However, any utility outages shall take place after Biomedical Shop hours of 6am 6pm. This is mentioned in the SOW under Safety Precautions. Weekend work will require letter/email approval. Question 6: The Medical center will be operational during construction work and the Contractor shall provide a Safety/Infection Control Plan submittal for approval. How will this work interface the workspace with continued VA doctors/technicians using the space? Answer to Question 6: The area of work will be vacant during time of construction. During Phase 1, the users of the space will be relocated to Phase 2 area, and vice versa. Phase 1 must be fully finished and activated so that the end users can move back in prior to start of Phase 2. Contractors may work during regular working hours; however, utility outages shall take place after Biomedical Shop hours of 6am 6pm. This is mentioned in the SOW under Safety Precautions.
