- Solicitation Questions and Answers Temporary Phlebotomist Staffing Services We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? You may obtain answers to the above questions by submitting a Freedom of Information Act (FOIA) request. Can you tell me if these services are currently being performed by a contractor? If so, could you please provide the incumbents name as well as the contract number? You may obtain answers to the above questions by submitting a Freedom of Information Act (FOIA) request. I came across a solicitation for Q201 Temporary Phlebotomist Staffing Services for VANCHCS (Fairfield/Mare Island/Martinez) on Sam.gov, and we noticed that it's set aside for SDVOSBs. Our Company is certified as an MBE and a hubzone organization operating in both New Jersey and New York. Is it possible for us to submit a quote for this specific solicitation? Since the Request for Quote is set-aside to SDVOSBs, only SDVOSBs verified via VetCert (https://veterans.certify.sba.gov/) will be eligible for consideration and award. Will the Government accept past performance references as relevant that include medical staffing where phlebotomy is not included, that demonstrate ability to provide diverse medical staff? Yes. How many Phlebotomists will be needed for this solicitation? The solicitation is for phlebotomy services on an as-needed basis. We anticipate 120 hours a week may be needed. How many months will their services be needed for? The resultant contract is for 5 years. How many shifts will there be? (ie: dayshift, 2nd and overnights) Regular working hours for VANCHCS facilities are typically from 7:30 a.m. to 5:30 p.m., Monday through Friday, excluding federal holidays. However, the Martinez VA campus also operates an inpatient facility which is on weekends and holidays from 7:00 a.m. to 10:00 p.m. While Contractor personnel will normally work Monday through Friday, there may be times when VANCHCS requires Contractor personnel to work at the Martinez facility on weekends or holidays. However, in no case will any Contractor personnel work more than 40 hours in one week.
