Description
This notice is being published in accordance with the Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.106-1(b)(1)(i), �For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization).� The United States Army Corps of Engineers (USACE) Baltimore District (NAB) intends to solicit and award a firm-fixed-price sole source contract to University of Maryland, College Park (Maryland Fire and Rescue Institute) (MFRI) to provide the Fort Greely Fire and Emergency Services (FGFES) with rescue training and certification so that they can support the decommissioning and dismantlement (D&D) operations at the SM-1A reactor facility. This will provide the FGFES the appropriate rescue training to effectively respond and provide aid to workers on the SM-1A site, in the event of an accident. The training includes Site Operations: IAW NFPA 1670, Chapter 4, Technical Rope Rescue, Vehicle and Machinery Rescue, Trench Rescue, and Structural Collapse Rescue. The Deactivated Nuclear Power Plant Program (DNPPP) and FGFES offer a variety of challenges which the MFRI is uniquely able to mitigate. They provide all the required trainings, highly tailored scheduling, supply effort maximization, and are willing to travel to Fort Greely, AK to conduct the in-person trainings. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they meet the requirement. A determination to compete this proposed acquisition based upon responses to this notice is solely at the discretion of the Government.
