Description
MARKET SURVEY/CAPABILITY ASSESSMENT FOR A DESIGNATED ENGINEERING REPRESENTATIVE (DER). NO PHONE CALLS PLEASE.�ALL QUESTIONS MUST BE SUBMITTED IN WRITING VIA EMAIL TO THE CONTRACTING OFFICER. The Federal Aviation Administration (FAA) is seeking interested sources that are capable of providing a Designated Engineering Representative (DER). The DER has authority issued by the FAA Certification Branch (ACO) to issue FAA Form 8110-3 certifications. Additionally, the FAA also requires supporting Project Management (PM), engineering support to create Engineering Orders (EO) and generate the data needed to support certification of alterations and Supplemental Type Certificates (STC). The required Designated Engineering Representative (DER) consist of services needed to sustain and modify the FAA aircraft fleet. This includes structural/electrical engineering services; minor/major alterations, repairs, and changes; data approvals; certification documents including Engineering Orders and Supplemental Type Certificates (STC). Additional requirements include providing training to FAA engineers with curriculums that must cover engineering processes for major repair and alterations, certification processes, development of engineering orders and drawings, and industry best practices for engineering processes and document management. Responses to this market survey will be used for informational purposes only.�This is not a screening information request (SIR) or request for proposal (RFP) of any kind.�The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey.�Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense.� At this time, the nature of the competition has not been determined.�The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing Designated Engineering Representative (DER) services identified above and as outlined within the draft PWS.� The principle North American Industry Classification System (NAICS) code for this effort is 541330 Engineering Services, with a size standard of $25.5 million. If applicable, interested firms which are SBA 8(a) certified are required to submit a copy of the SBA 8(a) certification letter. In order to make the determination, the FAA requires the following from interest vendors in accordance with the attached Performance Work Statement: 1.� Capability Statement. This document is limited to not more than five (5) pages and must include a brief description of the engineering, Project Management (PM), and instructional services provided by your firm which are same/similar to those services outlined in this market survey and similar/same to the DRAFT statement of work attached at the bottom of this survey. 2.� Performance Capacity.� Respondents must clearly state capacity to perform 100% of the work requirement as the prime contractor. All responses to this market survey must be received by 5:00pm CST, June 25, 2024.�The FAA will only accept submissions; including attachments, electronically emailed to: scott.roberson@faa.gov Please include ""MARKET SURVEY RESPONSE: DESIGNATED ENGINEERING REPRESENTATIVE (DER).� in the subject line of your email. Information provided will not be released but please mark PROPRIETARY on all documents submitted. All questions regarding the market survey will be used in the final development of the governments� acquisition strategy.�
