THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - A solicitation is not available at this time. This notice does not constitute a commitment by the Government. Executive Order 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability (December 8, 2021), directs the United States Government (USG) to achieve a carbon pollution-free energy (CFE) sector by 2035 and net-zero emissions economy-wide by no later than 2050. As the USG�s primary energy procurement agency, General Services Administration (GSA) plays a critical role in achieving this goal by providing the centralized procurement of utilities. GSA manages a nationwide real estate portfolio of more than 370 million rentable square feet and oversees approximately $84 billion in annual contracts. GSA has established a robust and complicated strategy in order to achieve these goals. Its strategy includes, but is not limited to, negotiating complex long-term contracts for CFE such as Power Purchase Agreements (PPAs) in the Vertically Integrated and Retail Choice markets. CFE Program Office requires technical expertise and advisory, consulting, and program management services to assist GSA in the identifying, negotiating and awarding long-term contracts for CFE such as PPAs. GSA is conducting this Sources Sought to identify contractors who possess the capabilities to provide specialized advisory services, as well as identifying the number of small and large contractors, and the contractors that can provide the services through GSA Schedule contracts. The North American Industry Classification System (NAICS) Code is 541690, Other Scientific and Technical Consulting Services. � Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing information provided to the Government. BACKGROUND: The U.S. General Services Administration (GSA) is one of the primary agencies responsible for procuring electricity for the Federal Government based on its authority under 40 U.S.C. � 501(b) to enter into contracts for public utility services. Under this authority, GSA procures utility services for not only GSA facilities but also other Federal agencies and entities as permitted under 40 U.S.C. � 502. Section 203 of Executive Order (E.O.) 14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, December 8, 2021) set a goal for the Federal Government to achieve 100% carbon pollution-free electricity (CFE) on a net annual basis by 2030, including 50% 24/7 CFE. E.O. 14057 defines CFE as electrical energy produced from resources that generate no carbon emissions, including marine energy, solar, wind, hydrokinetic (including tidal, wave, current, and thermal), geothermal, hydroelectric, nuclear, renewably sourced hydrogen, and electrical energy generation from fossil resources to the extent there is active capture and storage of carbon dioxide emissions that meets Environmental Protection Act (EPA) requirements. (Sec. 603(d) of E.O. 14057) To count toward the Federal Government�s goal of achieving 100% CFE by 2030, the EACs must be sourced from generation resources with a commercial operations date (COD) on or after October 1, 2021, either as a new resource or as new capacity at an existing resource modified to increase output. Due to the strict COD requirement, GSA requires technical expertise, not only on the current market, but also on future developments of CFE. PURPOSE: GSA has established a robust and complicated strategy in order to achieve the goals set forth in E.O. 14057. Its strategy includes, but is not limited to, negotiating complex long-term contracts for CFE such as Power Purchase Agreements (PPAs) in the Vertically Integrated and Retail Choice markets. GSA is conducting this Sources Sought to identify contractors who possess the capabilities to provide technical expert-level market advice, market forecasting and analysis, and advising with completion and award of long term contracts such as PPAs and other procurements alternatives in Retail and Vertical Markets. The federal government has unique challenges when it comes to entering into long-term contracts; therefore, GSA requires a contractor familiar with federal procurement and appropriations law. It is essential that the contractor can provide in-depth financial and life cycle cost analysis on all options. These services are found under the One Acquisition Solution for Integrated Services (OASIS), Pool 1 - Management/Scientific/Technical Services GSA schedule. The intent of this sources sought is to determine the availability of contractors possessing the capabilities to fulfill these requirements on the OASIS Pool I schedule.�� Open-market may be considered, however, preference will be given to contractors on the OASIS Pool I schedule.
