THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) OR REQUEST FOR QUOTATION (RFQ) AND DOES NOT COMMIT THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY (NIST) TO AWARD A CONTRACT NOW OR IN THE FUTURE The purpose of this notice is to assist the government in determining if there are any domestic sources manufacturing/producing six-circle diffractometer for the Beamline for Materials Measurements at Brookhaven National Laboratory�s National Synchrotron Light Source-II (NSLS-II).� NIST does not intend to award a contract on the basis of this notice or otherwise pay for information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of the submission of responses to this notice and NIST�s use of such information. There will be no question-and-answer period associated with this Sources Sought Notice. NIST is seeking responses from all responsible sources, including large and small businesses, capable of providing a domestically manufactured six-circle diffractometer. Six-circle diffractometer general technical specifications: General-purpose, configurable instrument for measurements of single- or poly-crystalline solids, primarily thin films on single-crystal semiconductor wafer substrates in a reflection-geometry, using a variety of sample-supports and detector configurations. The energy-range of incident x-rays is 4.5 � 22.5 keV and the diffraction plane is usually vertical, but a horizontal plane shall also be available.� The diffractometer must fit inside a constrained volume since it will be placed on an existing table inside an existing hutch.� A chi-circle offset in the upstream direction will allow for maximum accessible detector angle range, to ~ 90 degrees.� The detector arm dovetail shall be long enough to allow for close as well as far detector-to-sample distances (~ 70 � 860 mm).� The phi-circle shall be outfitted with removable, coupled x, y, and z translation stages as well as partial arc segments.� The phi-circle shall provide for the mounting of a Displex cryostat. Space and weight constraints: The new diffractometer shall be installed on an existing table in an existing steel-walled hutch.� This will constrain its weight and volume.� The existing table is an optical benchtop on a 6-motor-driven steel frame that can move in height, pitch in the beam direction (z), and yaw.� It can support a diffractometer weight of up to ~2500 lbs.� The inboard-to-outboard width of the hutch (inside dimension) at the diffractometer position is 2980 mm and the beam center there is 1170 mm from the inboard wall.� A clearance of at least 420 mm between the diffractometer and the inboard wall is required. The beam height varies from 1426 to 1568 mm at the position of the diffractometer, depending upon the detailed optical configuration.� The tabletop surface height range is 576.8 � 703.8 mm but can be lowered by removing 2-inch blocks under the vertical jactuator legs.� The existing diffractometer is 892 mm from its base to center-of-rotation. 6+2-circle (psi) diffractometer (vertical and horizontal 2-theta and theta, chi, and phi circles, plus anal/detector 2-circle goniometer described below), including all adapter plates, support frames, and counterweights, and adjustable leveling (vlier) pads for mounting on the table Dovetail and 2 slides on the detector arm of vertical 2-theta stage for supporting flight path and detectors. 2-circle goniometer on slide with goniometer head and alignment pin for analyzer crystal (crystal not included) and 2-theta arm and slide for mounting detector (detector not included), to mount on detector arm dovetail. Adjustable counterweight to detector arm, on vertical 2-theta circle Z-stage with ~25 mm travel, mounted on phi circle, and removable XY stage with ~+/- 6mm travel and Rx Ry tilt segments goniometer with alignment pin, mounted on z-stage, and removable XY stage with ~+/- 75 mm travel, removable Displex cryostat mount, motor controlled All stepper motors, gear reducers, and encoders Accessible motor control and encoder cable termination points on the diffractometer Assembled and tested The small business size standard for the applicable NAICS code of 334516 (Analytical Laboratory Instrument Manufacturing) is 1,000 employees.� In order for an interested responsible source to clearly convey their capability to fulfill the above-identified need, they MUST SUBMIT the following information: Company name, address, unique entity ID (UEI), CAGE Code, Point of Contact (PoC) information. Brief narrative providing evidence of the ability to provide a domestically manufactured six-circle diffractometer. Description of the company�s previous experience providing domestically manufactured six-circle diffractometer. Any published pricing Current socioeconomic status of your company including applicable North American Industrial Classification System (NAICS) codes. An indication of whether your company currently has an active registration, including completed on-line representations and certifications (FAR Report), at the System for Award Management (www.sam.gov) website.� Indication of whether the instrument described in this Notice is currently available via a GSA Multiple Award Schedule (MAS) contract, a Governmentwide Acquisition Contract (GWAC), or other Governmentwide contract vehicle, and if so the applicable contract number(s) Any other relevant information that is not listed above which the Government should consider. Is more than 65% of the six-circle diffractometer manufactured domestically? If not, where is the instrument manufactured? No telephone requests will be honored.� All information provided will become property of NIST and will not be returned.� The synopsis is for informational purposes and is not to be construed as a commitment by the Government.� This is not a solicitation for proposals and no contract will be awarded from this announcement.� No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests.� Respondents will not be notified of the results of the Government�s assessment of their submittal for this Notice but may be contacted for additional information.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s ability to provide domestically manufactured microwave digestion systems and filling stations.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� Any proprietary, classified, or sensitive information should be presented as an addendum to the non-restricted/non-proprietary information. All information requested above must be submitted via e-mail to Donald.Graham@nist.gov.� Responses must be submitted not later than the response date for this Sources Sought Notice.� Responses shall be limited to 12 typed pages, including attachments.
