Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a sole-source basis and award a 12-month Logical Follow-on to an existing order to GSA schedule contract # �47QTCA19D00D9, International Business Sales and Services Corp. (IBSS), 1110 Bonifant St. Suite 501, Silver Spring MD 20910. � This acquisition is being conducted under the authority of permitting other than full and open competition, implemented by the Federal Acquisition Regulation (FAR) 8.405-6(a)(1)(i)(C) entitled,��In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA�must�not have been previously issued under sole-source or limited-sources procedures.� The National Telecommunications and Information Administration (NTIA) is a bureau of the U.S. Department of Commerce that is primarily responsible for advising the President on telecommunications and information policy issues. Its activities are focused on a broad range of issues at the intersection of telecommunications, information technology, and media policy. NTIA's organizational structure is composed of diverse offices, each focusing on specific areas: Institute for Telecommunication Sciences (ITS): ITS focuses on telecommunication research and engineering, striving to enhance telecommunications science, optimize spectrum use, and pioneer new technologies. Office of Congressional Affairs (OCA): OCA operates as NTIA�s conduit to Congress, briefing lawmakers on NTIA's policies and responding to inquiries, while addressing constituent issues. Office of Intergovernmental Affairs (IGA): Serving as the link to state, territorial, and local governments, IGA collaborates with various officials to boost broadband access and adoption, notably through the Internet For All (IFA) initiative. Office of International Affairs (OIA): OIA orchestrates NTIA�s international telecom and IT policy activities, advocating for a free, interoperable, and secure global internet. Office of Internet Connectivity and Growth (OICG): OICG manages grant programs to enhance broadband access, particularly in rural and underserved areas, and augments public safety communication networks. Office of Policy Analysis and Development (OPAD): OPAD engages in policy analysis and development in telecom and IT, advising on domestic and international policy matters. Office of Public Affairs (OPA): OPA disseminates information about NTIA�s endeavors, oversees external communication, and serves as the primary media contact. Office of Public Engagement (OPE): OPE connects NTIA with key stakeholders, ensuring their active involvement in NTIA�s projects. Office of Public Safety Communications (OPSC): OPSC focuses on improving public safety communication systems, collaborating with varied stakeholders to equip first responders with necessary communication tools. Office of Spectrum Management (OSM): OSM administers the Federal government�s radio frequency spectrum usage, aiming for effective coordination and optimization with government and private entities. Office of the Assistant Secretary (OAS): OAS assists the Assistant Secretary in overseeing NTIA�s operations. Office of the Chief Counsel (OCC): OCC leads the development and management of NTIA�s legal program. The Office of Policy Coordination and Management (OPCM) within NTIA is pivotal in The primary objective of this initiative is to fortify and streamline the NTIA�s IT infrastructure through integrated cybersecurity and systems management. This initiative will encompass various domains, including system and network administration, cybersecurity, and service desk support, ensuring a cohesive and robust IT environment. This contract is intended to provide professional support in efforts to enhance and secure government IT infrastructure by integrating advanced cybersecurity measures and information systems management. This project will involve deploying skilled professionals in roles including, Cyber Security Architects, System and Network Administrators, Azure and Linux Experts, and Incident Responders, to ensure the highest level of security and efficiency in managing the IT landscape. Key focus areas include the development of secure network architectures, implementation of cloud-based solutions, proactive cyber threat detection and response, and the continuous improvement of service desk operations. The project is designed to establish a resilient, modern, and secure IT environment that supports the evolving needs of government operations. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and address how the items can be provided without jeopardizing the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a contract will be issued to International Business Sales and Services Corp.
