- Solicitation number 19AQMM23R0287, a commercial item RFP, aimed to establish approximately three (3) to five (5) multiple-award IDIQ contracts for the provision of vehicles, accessories, and related services in support of INL programs worldwide. However, the Government reserved the right to award fewer or more contracts depending on the quality of proposals submitted or budgetary limitations. The RFP was issued as a competitive 8(a) small business set-aside under FAR part 12 and FAR part 15 procedures. The RFP established a maximum IDIQ quantity, cumulative among all awardees, of $700 million. The IDIQ minimum per each awardee was established as $10,000. The RFP included an advisory down-select, where experience submittals were required in phase one, before requesting other non-cost factors and the price volume in phase two. Per the solicitation, the Government intends to utilize firm-fixed-price (FFP), as defined in FAR 16.202, delivery orders to the maximum extent practicable. However, the Government reserves the right to issue delivery orders utilizing any of the contract types, or a combination thereof, authorized by FAR 12.207. Therefore, the IDIQ contract is order dependent, and contract types other than FFP must be determined by the ordering Contracting Officer. The following 5 offerors were awarded an IDIQ contract on 6/4/2024.
