- Continuation Page Solicitation # 36C24224R0032 This amendment is issued to address RFIs. 1. Looking thru the spec sections on the VAMC Canandaigua project and we do not see the below highlighted sections. Could you please advise? VAMC Response: Refer to amended specifications attached. 2. The drawings regarding Project #528A-20-502 are 8.5 x 11. Will full size drawings be available? VAMC Response: Refer to amended plans attached. 3. Could you please clarify whether this amendment needs to be signed and submitted with the bid, or if simply acknowledging receipt on the SF1442 is sufficient? A. Simply acknowledging receipt on the SF1442 is sufficient. 4. Page 15 of the solicitation under Factor 2 says: The past performance section shall not exceed four (4) pages and shall be rated based on recent and relevant project submittals. To be evaluated favorably the offeror must provide details of three (3) previous similar contracts within the past three (3) years including: Does this mean (4) total pages or (4) pages per project times (3) projects equivalent to (12) pages? A. 4 pages per project for a total of 12 pages Is the expectation that contractors use the file named S02 Contractor Projects Form.docx to complete this task, or can the task be completed as long as all items on the Contractor Projects Form have been accounted for within the contractor s response? Yes, the task can be completed as long as all items on the Contractor s project form have been accounted for. 5. Is there a mechanical schedule that lists the boiler flue gas economizer? It s called out for in the spec but it is not listed in any schedule. VAMC Response: See schedule below. 6. What are the materials of construction for the water softener? We do not see the water softener listed in the spec I believe this should be in the missing spec section 23 50 11 boiler plant mechanical equipment. VAMC Response: This information is in specification 223111 Water Softeners. 7. 01 00 00 1.26 Submittal Hosting. Can the Contractor utilize Procore for the submittal exchange on-line interface or is the Contractor to pay for Submittal Exchange for this Contract? VAMC Response: Autodesk Construction Cloud will be used for this project and administered by the VA. Refer to spec section 01 32 00 of the amended specifications attached. Also refer to amended scope of work. 8. Please confirm the fabricator and erector must be an AISC Fabricator and Erector per 05 12 00 1.5. VAMC Response: Confirmed. 9. Specification 01 91 00 is not included. Please include. Is the CxA by the Government or the Contractor? VAMC Response: Refer to the amended specifications attached. Commissioning agent shall be a third party not part of this contract. 10. Please provide equipment schedule and basis of design for the condensate receivers and pumps. CRUs are detailed and outlined in Specification 23 22 23, but no sizing is provided on schedule. VAMC Response: See schedule below. 11. There is no Specification for 25 10 10. In general, a lot of specification sections are missing. We respectfully request that the VA go through and confirm that each specification in the TOC is included. VAMC Response: Refer to amended specifications attached. 12. Drawing A-101 on page 53 of 166 General Notes and Keyed Notes are scrambled. VAMC Response: Refer to amended plans attached. 13. Drawing A-203 on page 59 of 166 General Notes and Keyed Notes are scrambled. VAMC Response: Refer to amended plans attached. 14. Drawing MH-102 on page 107 of 166 General Notes and Keyed Notes are scrambled. VAMC Response: Refer to amended plans attached. 15. Drawing MH-103 on page 108 of 166 General Notes and Keyed Notes are scrambled. VAMC Response: Refer to amended plans attached. 16. Drawing EP-104 on page 146 of 166 General Notes and Keyed Notes are scrambled. VAMC Response: Refer to amended plans attached. 17. Is the VA responsible for providing a temporary control room/bathroom for the operators during construction? VAMC Response: A temporary control room and bathroom are not needed because the new control room and bathroom are in an area that is not currently being used. 18. Please provide a full-size PDF file for the drawings. The PDF is currently in 11 x 17. VAMC Response: Refer to amended plans attached. 19. Does the Prime Contractor need to have a full-time on-site SSHO and a full-time on-site QC Manager (in addition to the Super)? Does the Project require three on-site full-time hats, or can one individual fulfill multiple roles? VAMC Response: The SSHO can be the superintendent OR QC manager. The QC manager cannot be the superintendent. 20. SF 1442 indicates the project shall be complete within 589 calendar days after issuance of NTP, which equates to ~19.5 months. The boiler submittals will likely take 12-weeks after NTP to generate plus VA/A&E submittal review (likely another 30 days). Once approved, manufacturing lead time is likely at 26 weeks, or half a year. By the time the boilers and balance of plant equipment arrive to site, ~300 calendar days have expired. Once the system is fully installed after the equipment is set, and fully started/commissioned, the boilers must go through a 30-day runtime before entering Phase IV. 589 calendar days is not enough time to complete this Contract. We respectfully request that the Government reevaluate. VAMC Response: Revised period of performance is 730 days. Refer to the amended SOW. 21. Evaluation Factor 2 - Contractor's Past Performance states that the section shall not exceed four pages. It further states: ""This information shall be submitted for this procurement using Exhibit C, Past Performance Questionnaire, transmitted via Exhibit B, Sample Transmittal Letter and past Performance Evaluation Questionnaire."" ""S02 - Contractor Projects Form"" and ""S02 - Past Performance Questionnaire"" were included with the solicitation package documents. Please advise on the following: Is this Factor to include both completed Project Forms and PPQs for each of the three projects submitted? See #4 above. If PPQs are required, are they to be submitted in the Factor or directly back to the Contracting Office? Include as part of the proposal. If PPQs are required and a CPARS evaluation also exists for a particular project, we respectfully request that we be allowed to submit the CPARS in lieu of the PPQ. Several of our client's main POCs have either moved to other agencies or have retired. Additionally, several of our client's main POCs have also stated that they will not complete a PPQ if a CPARS evaluation exists. A. Considering some contractors may experience problems receiving this information, we will allow you to submit the CPARs in lieu of the PPQ. Therefore, you may submit one or the other and we will accept either. If PPQs must be submitted, and we are unable to obtain one, please advise on next steps. As mentioned in question 3, it has been quite difficult obtaining completed PPQs. See 21c above. If Project Forms and PPQs and/or CPARS are to be submitted in this Factor, we respectfully request that the Government increase the page limits as four pages will not be sufficient. See #4 above. 22. Please advise if there are page limits for Evaluation Factor 3 - Contractor's Schedule. None were listed. A. No, please follow the instructions given for the contractor s schedule. I can t imagine this would be an extremely long document. 23. Evaluation Factor 4 - Volume II - Price Information asks for a ""division cost breakdown template"" on Solicitation Page 17 of 64. No such template was provided. Please provide or advise as to how the Offeror should satisfy the requirement for divisional price breakdown. A. The Divisional breakdown is something like the example below: Division 01 - General Requirements Division 02 - Site Construction Division 03 - Concrete Division 04 - Masonry Division 05 - Metals Division 06 - Wood and Plastics Division 07 - Thermal and Moisture Protection Division 08 - Door and Windows Division 09 - Finishes Division 10 - Specialties Division 11 - Equipment Division 12 - Furnishings Division 13 - Special Construction Division 14 - Conveying Systems Division 15 - Mechanical Division 16 - Electrical 24. The Bid Guarantee clause on Solicitation Page 19 of 64 states ""(c) The amount of the bid guarantee shall be 100 percent of the bid price or , whichever is less."" Please confirm this should read ""20 percent, or 3 million, whichever is less."" A. Yes, the amount of the bid guarantee shall be 20 percent of the bid price or $3 million, whichever is less. 25. Solicitation Page 7 of 64 states ""(e) One (1) signed Buy American Certificate"". In looking at the Buy American Certificate clause on Solicitation Pages 62 and 63 of 64, we have never had to complete this and submit it with a proposal before. Furthermore, we will not definitively know the nature of the end products used until the submittal and buy-out phase of the project, if awarded, so we do not have the information available during the bidding phase to complete items (b) and (c). Lastly, there is no signature line featured with this clause; there is nowhere to officially sign. We respectfully request that the requirement to submit this clause (completed and signed) be removed from the Solicitation. This should be a post-award item. A. The clause 52.225-2 is replaced with 52.225-10. You are not required to sign and return the anything for this clause. You are required to Buy American. 26. Page 16 of the solicitation says: This information shall be submitted for this procurement using Exhibit C, Past Performance Questionnaire, transmitted via Exhibit B, Sample Transmittal Letter and past Performance Evaluation Questionnaire. There is no Exhibit B with the bid documents that we could find. Typically, this exhibit provides directions to the entity completing the PPQ and explains how and when the government expects to receive returned PPQ s. Should the PPQ s be returned directly to the contracting officer? Should the PPQ s be returned to the contractor and submitted as part of Section 2, Past Performance? We have seen it done both ways. It should be submitted with your proposal. The form was provided but wasn t labeled Exhibit B. I have attached with that label. If the PPQ should be returned directly to the contracting officer, when is it due? It should be a part of your proposal.
