- Description
- The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Centers for Coastal Ocean Science (NCCOS), Business Support Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with Atomic Hands, to procure American Sign Language (ASL) signs specifically pertaining to phytoplankton monitoring and HABs as specific STEM terms, and translate PMN phytoplankton and training videos into American Sign Language (ASL). �Many scientific terms pertaining to phytoplankton, harmful algal blooms and other advanced STEM vocabulary do not exist in ASL, which necessitates the creation of new ASL signs to be used in the training videos in the correct context. This requires the contractor to have and be able to show previous experience in the field of marine science, algae and phytoplankton. The North American Industry Classification Code (NAICS) for this acquisition is 541930, Translation and Interpretation Services, with a business size standard of $22.5M. There are many resources available for general STEM terms in ASL, and there can be a wide variety of different signs for a technical term that has various meanings depending on the context. This project requires expertise in marine science, algae/phytoplankton and harmful algal blooms (HABs) specifically, to develop conceptually and linguistically accurate signs at a more advanced level than the ASL signs that are currently available or that do not exist. Atomic Hands is the only known source with the level of expertise and ability to meet the unique requirements of this acquisition. Atomic Hands was created with the specific mission to increase public accessibility to STEM through ASL. Both founders of Atomic Hands are themselves deaf, and both hold advanced science degrees (PhD), one of which is specifically in the field of marine biology on the topic of marine algae. Both currently hold positions in scientific fields, one of whom is an Associate Professor of Biology at Gallaudet University, a university for the deaf in Washington, D.C. In addition to being Section 508 of the Rehabilitation Act compliant, these ASL translations and ASL advanced terms are necessary to provide equitable access to participation in PMN for the deaf and hard of hearing community. This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to scott.beliveau@noaa.gov . �Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
