Description
This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; Veteran and Service-disabled Veteran-owned Small Businesses, Women-owned Small Businesses and Economically Disadvantaged Women-owned Small Business (EDWOSB). The U.S. Department of Housing and Urban Development (HUD), the Office of Risk Management and Regulatory Affairs (ORMRA) is seeking contractor support to provide economic data needed to support an on-line subscription for Senior Housing, Nursing Home Care, and Hospital Facilities price forecast, demand and supply for healthcare facilities, economic data, and mapping capabilities. This data access is needed to meet vital components of HUDs Strategic Plan with respect to a high level of accountability in the financial management of the FHA insurance programs. SCOPE OF WORK The objective of this requirement is to provide on-line access to Senior Housing and Nursing Home Care Price Index forecast data by MSA for the Office of Risk Management. From an operational standpoint, data is used for modeling and predicting FHA loan performance and for computing impacts of the FHA insurance programs and the Federal budget, and for designing risk-management tools. The Office of Risk Management currently uses historical data and economic forecasts from an on-line economic data subscription as the principal source of national and regional economic time series for the statutory mandate to protect the General Insurance/Special Risk Insurance (GI/SRI) funds. This provides an independent, respected, and reliable source of forecasts on senior care facility prices and interest rates for computing Liability for Loan Guarantee requirements (loss reserves) and for analyzing the factors affecting FHAs Nursing Home and Hospital insured mortgage default and claim rates. Healthcare risk assessment tools developed in this Office for use by the Office of Risk Management and the Healthcare program office staff in headquarters and field offices; and as an industry recognized source for supply/demand of healthcare facilities data, and mapping capabilities enabling regional and market analysis for approving Healthcare facilities for insurance and analyzing distressed markets and properties. WORK DESCRIPTION/ TASKS TO BE COMPLETED� Search capabilities by address, city, county, state, zip code or latitude/longitude. Radius and polygon search functionality Inventory of existing stock within a targeted search location Construction pipeline reporting across all phases � from planned to under construction. Property-level characteristics, inclusive of unit mix. Demographic data around properties or addresses. Aggregated asking rate and occupancy data for your selected peer group. Property-level sales transactions Hospitals by location. 10+ years of market fundamentals data for primary metro markets 9+ years for secondary metro markets Historical time series data at the national, regional, metro and county levels. Data cuts using property or community type classi?cations. Visual depictions of market performance through exportable graphs and charts. Metro market rankings by key indicators. SPECIAL QUALIFICATIONS REQUIREMENTS This procurement is for on-line access to Senior Housing and Nursing Home Care Price Index forecast data by MSA for the Office of Risk Management. The request is for a Base Period of one (1) year and Four (4) Option years beginning October 1, 2025, to September 20, 2030. This is a web-based data subscription service. �Access to the databases shall be from the user�s workstations. The Contractor is responsible for providing services during business hours between 6:00am EST to 9:00pm EST., per day, 5 days per week, Monday thru Friday except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closing, or similar Government directed facility closings. �The Government reserves the right to change hours of operation or restrict contractor access. �Work outside of these daily hours is prohibited without Contracting Officer approval. �Government agencies will not be available during scheduled holidays, inclement weather, weekends, and after duty hours. To the maximum extent possible, please submit non-proprietary information.� Any proprietary information submitted should be identified as such and will be properly protected from disclosure. This notice is for planning purposes only, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, and a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this announcement will not be returned, nor there any ensuing discussions or debriefings of any responses.� However, information obtained as a result of this announcement may be reflected in the subsequent solicitation, and HUD, OCPO may contact one or more respondents for clarifications and to enhance the Government�s understanding.� This announcement is Government market research and may result in revisions in both its requirements and its acquisition strategy based on industry responses.
