- Waugh Mountain and Stoney Face Fire Control Lines The Bureau of Land Management has a requirement for a contractor to create fire control lines for prescribed burns in the Waugh Mountain and Stoney Face areas in Colorado, total 935 chains (12.3 miles). The main objective of the project is to remove heavy logging slash, natural dead and down, and ladder fuels within 1 or 2 chains (1 chain = 66 feet) of the designated saw lines and dug hand line as designated on the attached maps. The result will be reduced fire intensity and probability of ignition along the control lines and will facilitate holding efforts during prescribed fire operations. These treatments will reduce the potential for torching, crowning, and spotting during prescribed fire operations. The project areas are located North of Cotopaxi, CO off County Road 2 and off Firebox Road. Details are included in the Statement of Work, maps, and Wage Determination attached to this RFQ. A site visit is scheduled for Tuesday June 25, 2024. Offerors are STRONGLY encouraged to attend the site visit. The site visit inspection tour will meet at the Royal Gorge Field Office at 9:00 A.M (3028 East Main Street, Canon City, CO 81212). Google Earth Imagery, NAIP imagery and other sources of imagery were captured prior to the completion of the logging efforts. Tree densities shown in the imagery may be vastly different in this imagery than actual conditions on the ground. Access into this treatment area requires entry through a locked gate, so the pre-bid tour would be the best time to see the treatment areas. * We are requesting input from vendors about the best way to structure pricing for this order. Pricing will be firm fixed price: we would like to know if it would be most beneficial to both parties if 'Per Acre' or 'Per Chain' or 'Per Mile' or some other method is used. (Pricing can not be on a Per Day rate or any form of cost reimbursement (for example Time and Materials, or 'Cost Plus' methods)). We encourage interested vendors to attend the site visit so you can see the conditions on the ground and participate in this decision process. Please submit pricing structure suggestions by July 1, 2024. After the site visit we will consider the pricing input from vendors and make a determination about what method to use and will publish that information as an amendment to the RFQ on SAM on approximately July 3, 2024. This solicitation is being issued as a total small business set-aside. The NAICS associated with this solicitation is 115310 Support Activities for Forestry, Fuels Management Services, which has a small business size standard of $34M. Award will be made on a Lowest Priced Technically Acceptable basis. See provision 52.212-2 `Evaluation' for details of what must be included with your quote. Technical questions regarding this RFQ shall be submitted in writing only via email to the Contract Specialist Laura StJohn at lstjohn@blm.gov by no later than Monday July 8, 2024 at 4:00 pm MT. Any questions received will be answered via an amendment to the solicitation on or about Wednesday July 10, 2024. If no questions are received no amendment will be issued. In order to ensure all offerors have the same information questions will not be accepted by telephone, they must be emailed and the answers will be provided in the amendment. Quotes shall be submitted via email to lstjohn@blm.gov by no later than Wednesday July 17, 2024 at 4:00 pm MT. All quotes received will be acknowledged by a return email. Please include the RFQ number (140L3724Q0097) in the subject line of the email to ensure your quote is properly identified. Due to system limitations submissions through sam.gov or FBMS/PRISM will not be accepted. Offerors must be actively registered in the System for Award Management (sam.gov) as of the closing date and time of this solicitation. Please include your SAM UEI (Unique Entity ID) number with your quote so that we can verify your registration.
