- The Naval Information Warfare Systems Command (NAVWAR), on behalf of the Program Executive Office for Undersea Warfare Systems (PEO UWS), Maritime Surveillance Systems (MSS) Program Office (PMS 485), intends to award a sole-source modification to contract HR0011-20-C-0100 under the authority of 10 U.S.C. 3204(b)(B) and FAR 6.302-1, Only One Responsible Source, to General Dynamics Applied Physical Sciences Corp. (GD APS) located at 475 Bridge Street, Groton, Connecticut 06340-3780 to support KRAKEN prototyping efforts. The KRAKEN system supports the Integrated Undersea Surveillance System (IUSS) in complementing the Fixed Surveillance System (FSS) and Surveillance Towed Array Sensor System (SURTASS). KRACKEN provides Flexible and responsive wide area surveillance to the Theater Undersea Warfare Command (TUSC) commanders worldwide. KRAKEN will operate as adjunct system to meet the established FSS and SURTASS missions and to meet additional missions as articulated in the OPNAV Top Level Requirements document and follow-on Course of Action Analysis (COAA) and as dictated by TUSC commanders evolving and emergent operational requirements. Under this procurement, GD APS will provide for the refurbishment of three existing KRAKEN prototype units, provide engineering services for system improvements, Command and Control (C2) integration and system autonomy upgrades. The tasking effort will also include participation in one fleet exercise for the 3rd Quarter of FY2025, including system deployment and recovery. GD APS is the original developer and system-level integrator of KRAKEN units and is the only company qualified to continue the prototyping efforts. As the original developer, GD APS is the only source that possesses the unique expertise and specialized knowledge to develop and integrate system improvements and execute testing within the time frame needed to meet this fleet requirement. The subject modification will increase the contract ceiling by $9.3 million. The NAICS code for this procurement is 541715. This notice is not a request for competitive proposals. Responses by interested parties to this notice shall be submitted no later than 15 calendar days from the date of this synopsis to Mr. Robert Wiley, Contracts Specialist, at robert.c.wiley22.civ@us.navy.mil. The Government reserves the right not to respond to any expressions of interest received after 15 calendar days from the date of this publication; such expressions will be considered late.
