IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The information received will be used within the Department of the Interior, National Park Service (NPS) to facilitate the decision-making process and will not be disclosed outside of the agency. The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability and relevant experience to provide Restoration and Conservation work on the Illinois Monument including but not limited to cleaning and repairing stone, restoring bronze work, cleaning and repainting stone floors, repointing joints and installing lightning protection located at the Vicksburg National Military Park. A determination by the Government to compete this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the Government. The information provided in the RFI is subject to change and is not binding on the Government. The release of this RFI should not be construed as a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions will become Government property and will not be returned. The NPS does not intend to pay for any information provided under this notice. The NPS, Vicksburg National Military Park (VICK), and the ConOps East Acquisition Buying Office (MABO) seeks to determine the availability and capability of potential 8(a) SMALL BUSINESSES, CERTIFIED HUBZONE SMALL BUSINESSES, CERTIFIED SERVICE DISABILED VETERAN-OWNED SMALL BUSINESSES, WOMAN-OWNED SMALL BUSINESSES, INDIAN SMALL BUSINESS ECONOMIC ENTERPRISES, ECONOMICALLY DISADVANTAGED WOMAN OWNED SMALL BUSINESS, AND VETERAN OWNED SMALL BUISINESSES for the project below. Solicitation No.: 140P5224R0023 Project Name: RESTORATION AND CONSERVATION WORK ON THE ILLINOIS MONUMENT Physical Address: 3201 Clay Street, Vicksburg, MS 39183. The anticipated firm fixed price construction contract is expected to have a magnitude between $1,000,000 and $5,000,000. NAICS: 238110 � Poured Concrete Foundation and Structure Contractors, Size Standard $16.5 Set Aside: 100% small business set-aside. Estimated Period of Performance 11/2024 - 08/2025 Contract Type: Firm-Fixed Construction, A single-award. A complete Statement of Work will be included with the Solicitation. The solicitation is anticipated to be issued on SAM.gov in early September 2024. All questions will be answered in writing via amendments to the Solicitation. Description of requirement: The Base Work consists of the following: Providing the necessary scaffolding to complete the work, replace stone units, replace tile units, repair spall with stone dutchman, repair corner cracks by removing loose corners and patching, inject through cracks with cementitious grout, fill vein crack with hydrated lime, repair existing patch with patching mortar, consolidate sugared sculptural elements, install masonry pin to secure stone, repair snips with color matched patch, clean cuprous metallic stain with alkaline poultice, clean ferrous metallic stain with poultice, knock back calcium crust with scrapper and treat, remove loose marble with tooling, remove and reinstall stone unit to correct for displacement, repoint joints with NHL 3.5 mortar, clean marble floor with non-acidic biodegradable architectural anti-microbial detergent, remove bronze disease, spot repatinate and treat protective coating, and repair shifted perimeter stone step.
