This will be in accordance with the testing guidance established by the National Oncology Program (NOP), the National Genomic Medicine Program (GMP), and the National Pharmacogenomics Program (NPP). Potential offerors shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, trainings, and other items and services necessary, as defined in the Performance Work Statement (PWS), except for those items specified as government-furnished property and services. Potential offerors shall perform to the standards in this contract and maintain compliance with policies and procedures with the Health Insurance Portability and Accountability Act (HIPAA), the Clinical Laboratory Improvement Act (CLIA), and accreditation with the American College of Medical Genetics and Genomics (ACMG), the College of American Pathologists (CAP), or the Joint Commission (JC), and maintain the relevant laboratory and personnel state licensure to offer testing across the United States and its territories. The potential offeror s laboratory shall have the ability to perform collection kit delivery, sample intake, processing, analysis, interpretation, reflex testing, and reporting for one or more germline genetic tests and pharmacogenomic (PGx) tests, as described herein. The potential offeror must demonstrate the capacity to service all VA Oncology, Medical Genetics, and Pharmacogenomics practice sites (>170) including growth as additional Medical Centers and other practice sites needing testing services (in all 50 states and US territories). It is the intent of the Government to award multiple IDIQ contracts under FAR Part 16.5, with Firm Fixed-Price (FFP) task orders to be awarded. The Government reserves the right to establish as many or as few contracts as deemed appropriate based on the results of this competition. The IDIQ Contracting Officer has determined that an IDIQ was the best way to procure these services due to the various testing services required to fill repetitive needs from VHA throughout the VA. The FAR 16.505 fair opportunity process will ensure adequate price competition, allowing the Contracting Officer to establish fair and reasonable pricing. North American Industry Classification System (NAICS) Code 621511 Medical Laboratories is most appropriate for this requirement. The size standard is $41.5M. The Product Service Code (PSC) is Q301. This requirement is intended to be unrestricted and is not a set-aside. This notice is for informational purposes only and is not a request for submission of offers. No other information regarding scope, dates, etc., is available until the issuance of the solicitation via Contract Opportunities at SAM.gov. If a solicitation is issued, information will be posted on the FedBizOpps (FBO) website for all qualified interested parties at a later date and interested parties must respond to the solicitation to be considered for award. This notice does not commit the government to contract for any supplies or services.
