36C24224B0029 Renovate Utilities B13 Northport (NY) VAMC RFI Questions The Electrical Drawings were intentionally left out of the Construction set as noted in the index on the cover sheet. When will they be released? Electrical drawings will be provided as part of Addendum submission. The Electrical Specifications listed in Division 26 specifically exclude the Part 2 Products Section. What are the VA Specifications for this Project's electrical equipment, devices, cables, and light fixtures? Updated electrical specifications will be provided as part of Addendum submission. Specification Section 09 51 00 Acoustical Ceilings describes the ACT material but states that for the Basis of the Design, refer to Specification 09 06 00 Schedule for Finishes. That referenced Section was omitted from the Project Specifications. When will it be released, or will the VA provide the Basis of the Design? Specification 09 06 00 Schedule for Finishes will not be issued. References to that section have been removed from the specification. Contractor shall submit products complying with specified performance for review or where a bases of design product is provided, furnish products to meet or exceed the performance of the bases of design product. Can the Superintendent be shared across multiple projects, or should they only be dedicated full-time to this project? The Superintendent shall be a competent person, as defined by OSHA and dedicated full-time to the project. Can the Superintendent fulfill multiple roles? The superintendent can fulfill multiple roles. Required roles must be approved prior to bid award or as identified in this RFI. If so, can they also fulfill the Quality Control role? No, the project shall have a Quality Control person that is separate from the superintendent responsibilities. Can they also fulfill the SSHO role? The site superintendent can also fulfill the SSHO role with the proper credentials in compliance with the specifications 01 35 26, 1.9. Does the VA anticipate this project will require off-hours work? Any electrical, plumbing and fire protection service disruptions and/or shutdowns to areas outside of Building 13 scope of work shall be coordinated and performed off-hours. If so, what trades or scopes will be required to perform off-hour work? Electrical, plumbing and fire protection, service disruptions and/or shutdowns to areas outside of Building 13 scope of work shall be coordinated and performed off-hours. Will the VA waive the requirement for masks? Masks will be required as necessary for the safety of personnel and as/when directed by the VAMC. Northport VA does not currently have a mask mandate. Masks should be worn when in patient areas, however the project site is outside of patient areas. Masking guidelines are subject to change and preparations should be made to follow all updates to masking requirements as implemented by the facility. Will the VA provide a copy of the Site Visit Attendance Sheet? Yes, a sample Site Visit Attendance Sheet will be provided to the contractor. Will the GC be allowed to use the ProCore Construction Management platform instead of Autodesk Build Construction, also called Autodesk Construction Cloud? No, Autodesk Build Construction is a VISN 2 VA requirement for all new projects and must be used. Will the VA provide the point of contact information for the BMS integration contractor? We do not have a contract for the current BMS System. Per specifications, the automatic controls for this project shall be the Johnson FX System, no other control system shall be acceptable. Contractor shall subcontract automatic controls to a contractor familiar with the Johnson FX System. Will the VA provide the point of contact information for the Fire Alarm integration contractor? Fire Alarm Integrator is: Casey Fire Systems, POC: John Petersen, email: jpetersen@caseysystems.com. Is temp power available for contractors to connect to?  Temporary power shall be provided by contractor utilizing existing electrical distribution in the building. If yes, what are the locations where it is available? Contractor shall utilize existing electrical panels that will be indicated on electrical plans provided as part of Addendum submission. Is space available for an 8 x 40 temp office/ storage ground-level office near the temp power source? Or, for this project, will the GC have a temporary office within a building on campus? Contractor will be allowed to utilize designated existing spaces within the building 13 for temporary office/storage. Will the VA consider waiving the AISC (American Institute of Steel Construction) requirement for structural steel fabrication and/or erection for this project? This requirement makes steel procurement on the project exponentially more difficult. No, AISC is a requirement for quality. Are any AISC substitute certifications acceptable instead of AISC certification? No. AISC is a requirement for quality. Note 7 on Sheet A-02 instructs Contractors to test floor tile and mastic for hazardous materials. Has the VA completed the Phase One testing, and is Phase Two now required? A Phase One Testing report is not available. Contractor is required to test for Hazardous Materials. If so, is the documentation from the Phase One study available for our review? Phase One Testing report is not available. The Drawings show product data sheets for a Milnor 36026 X8R 100-LB capacity washer-extractor and a Heubsch HT120N 100-LB Gas Dryer. Are these Sole Sources or the standard for an or equal submittal? The above noted equipment information is provided for Contractor s coordination. The above noted equipment will be furnished and installed by the VA or it s subcontractor. Why is Specification Section 23 57 33 Geothermal Energy included in the Construction Documents? There are no Geothermal Energy specifications included in the Construction Documents. Section 23 57 33 is Heat Transfer Fluid and Equipment. The Table of Contents will be revised to indicate 23 57 33 is Heat Transfer Fluid and Equipment in Addendum 1. Why is Specification Section 31 20 11 Earthwork included in the Construction Documents? There is earthwork required for the installation of the equipment pad. Why is Specification Section 32 05 23 Concrete for Exterior Improvements included in the Construction Documents? The exterior equipment pad requires this specification. Can contractors work a four (4) ten-hour days schedule? The Pre-Construction Checklist, provided by the CO will stipulate normal working hours. Normal operating hours of the facility are typically defined as 8:00am to 4:30pm, Monday through Friday, except holidays. Contractor shall schedule work within normal working hours unless the work will be required to be performed after hours or on weekends. An example of work that would be required to be performed after hours or on weekends would be a major service shutdown for tie-in. Contractor may request, for non-shutdown work, to be performed after hours or on weekends, as noted here. These requests will be reviewed and accepted or rejected at the discretion of the CO and COR. Any work to be accomplished during other than normal working hours shall have advanced approval of the CO and the COR. The Contractor shall send a request, to the CO and COR in writing for their review and approval, a minimum of 30 days in advance of the intended work with the number of hours, date/time indicated. All approved, other than normal working hour work, requests shall not incur an additional cost to the VA. In the event of a schedule slip, will weekend work be allowed? See response to question number 26. 1. Refer to drawing M-03, all electrical work is to be done by others as per electrical note 1, whereas electrical note 2 says to engage the services of a licensed electrical contractor to provide all electrical power connections to HVAC equipment. Please confirm if all electrical work regarding this project (Power wiring, raceways, boxes, grounding, motor controller, connections for HVAC equipment etc.) is not part of this contract. Refer to addendum drawings, where the above notes on M-03 have been modified and electrical drawings are included in the set. Please confirm if (4) dryers/ washers shown on drawing M-03 are not part of this contract. The mechanical scope of work for the four washers and dryers has been greatly reduced as noted below. The demolition of equipment including soap dispensing system shall be completed by the general contractor. The mechanical contractor shall demolish all steam and condensate piping and appurtenances serving washers and dryers in their entirety. Cap steam and condensate pipe in basement. The purchase and installation of the new washer and dryer equipment will be done by the VAMC and their Subcontractor. The General Contractor shall install all the use points for the VAMC s Subcontractors connection. Refer to drawing A-03, keynote 2 states to install stainless steel sheet wainscoting, but no details (regarding manufacturer, type of fasteners etc.) are provided. Please provide the technical specification for stainless sheet wainscoting. See Addendum Drawings. Drawing note 2 on A-03 has been modified to clarify fastener, construction adhesive and sealant information. Specific manufacturers will not be provided for products. Install blocking (shown on drawing A-05, detail A Partition Type A) within the walls as required to fasten wainscoting securely. Refer to drawing A-05, door schedule shows frame details 1-2/A-501 & 1/A-601, but the drawings A-501 & A-601 are not part of contract documents. Please clarify. Detail references have been updated in the Addendum 1 to read A-05. Section 096723.60 Resinous Urethane & Epoxy Mortar Flooring (Res-6A & Res-6B). Above has several products that are discontinued. Can you provide us with an updated spec and a spec for the epoxy wall coating please? Updated specifications will be provided as part of the Addendum submission. See below for additional responses. Only one type of resinous flooring will be used throughout the facility. Either urethane or epoxy mortar shall be submitted for review. Where specific products/systems are discontinued the Contractor shall submit products/systems, equal to or better than the specified product, for review and approval. Epoxy paint: The basis of design product will be Waterborne Amine Epoxy V440 as manufactured by Benjamin Moore. Contractor may submit for review and approval alternate product/manufacturers that are equal to or better than the basis of design product/manufacturers. Selected products shall be recommended for use, in the manufacturer s literature, for the intended substate. Contractor shall include in the submittal a side-by-side comparison of the basis of design and submitted alternate products for evaluation. Color selections shall be made by VAMC Interior Designer from manufacturers standard color selection. Each room to receive a finish will have one color throughout. Colors may vary between each room. Two resinous flooring types, RES-6A and RES-6B, are specified in spec section 09 67 23. Which spaces are receiving applicable systems? See response to question numbered 32. In drawing Sheet A-03, keyed note number 10 states that a coating shall be installed to cover the new housekeeping pads. Does this also include the vertical surfaces or just the top horizontal? Yes, this includes all exposed surfaces of the housekeeping pads. Section 096723.60 Resinous Urethane & Epoxy Mortar Flooring (Res-6A & Res-6B) has several products that are discontinued. Provide us with an updated spec and a spec for the epoxy wall coating. See response to question numbered 32. Within the resinous flooring, there are no manufacturers listed. Are you open to any recommendations? Yes, provided they are shown to be equal to or better than the specified performance of the system. Do both Resinous Floor systems receive the 1-inch integral cove with a zinc cove strip? Resinous floors will not require an integral coved base, accept within the modified floor trench. The base of the walls will either have the stainless-steel wainscot installed, existing masonry or concrete curb to remain, or a vinyl coved base where noted on drawings. The resinous coating on the vertical surfaces of the housekeeping pads do not require an integral coved base. A zinc cove strip will not be required, but edge terminations will be required where the edge of the floor finish is not bordered by a vertical surface. Edge termination bar material shall be aluminum not zinc. Is the resinous flooring scheduled to be completed after the old trenches have been patched and cured? Will the new trenches also receive this coating? The General Contractor is responsible for the schedule and the flow of work. The floor finish installation shall happen after all the floor prep is completed. Yes, it is intended to coat the new trenches with epoxy. Upon inspection, the VCT must be removed, and grinding or shot blasting will be required. Should we include VCT removal and an estimated 1/4"" mortar allowance for a flat surface in our proposal? The removal of the VCT flooring and preparation of the concrete floor as required for new floor finish is called out on the Architectural Demolition Drawing - A-02, in keyed note 7. It is intended to have a durable uniform floor finish at the completion of the project. The specification on page 292 references section 09 06 00 for finishes, but that section is missing. We will need the product details for accurate pricing. Updated specifications will be provided as part of the Addendum submission. Section 09 06 00, Schedule for Finishes is not included. I would greatly appreciate your clarification on the new epoxy wall coating. Is it intended to be full height to the ceiling, and is it to be installed above the stainless-steel wainscot? Yes, the epoxy wall coating is intended to extend from floor to ceiling, wall corner to wall corner and be installed above the stainless-steel wainscot. Please provide the Finish Schedule, missing from the Drawings, that would indicate the Wall and Floor Finishes that correspond to the Specifications Section 09 91 00, 3.7: G. indicates Gypsum Board and Hardboard: a. Surfaces scheduled to have MPI 10 (Exterior Latex, Flat) MPI 11 (Exterior Latex, Semi-Gloss) MPI 119 (Exterior Latex, High Gloss (acrylic)) MPI 53 (Interior Latex, Flat), MPI Gloss Level 1 MPI 52 (Interior Latex, MPI Gloss Level 3) MPI 54 (Interior Latex, Semi-Gloss, MPI Gloss Level 5) MPI 114 (Interior Latex, Gloss) finish: Use MPI 10 (Exterior Latex, Flat) MPI 11 (Exterior Latex, Semi-Gloss) MPI 119 (Exterior Latex, High Gloss (acrylic)) MPI 53 (Interior Latex, MPI Gloss Level 3) MPI 52 (Interior Latex, MPI Gloss Level 3) MPI 54 (Interior Latex, Semi-Gloss, MPI Gloss Level 5) MPI 114 (Interior Latex, Gloss) respectively. b. Primer: MPI 50 (Interior Latex Primer Sealer) except use MPI 45 (Interior Primer Sealer) MPI 46 (Interior Enamel Undercoat) in shower and bathrooms. Section 09 06 00, Schedule for Finishes is not included. Finishes are simple. Where new finishes are indicated on drawings, finishes shall be installed as noted below: Floors: Epoxy or Urethane mortar. Wall Base: The base of the walls will either have the stainless-steel wainscot installed, existing masonry or concrete curb to remain or a vinyl coved base where noted on drawings. Walls: Epoxy paint - The basis of design product will be Waterborne Amine Epoxy V440 as manufactured by Benjamin Moore. Contractor may submit for review and approval alternate product/manufacturers that are equal to or better than the basis of design product/manufacturers. Selected products shall be recommended for use, in the manufacturer s literature, for the intended substate. Contractor shall include in the submittal a side-by-side comparison of the basis of design and submitted alternate products for evaluation. Ceilings: Where indicated on the drawings furnish and install acoustical ceiling tile and grid to meet or exceed the performance specified. All other ceilings shall remain unmodified. When is the project scheduled to happen? The following provides a tentative set of dates to provide an understanding of when the project will initiate. Notice to mobilize will be discussed during project meetings based on the status of procurement of long lead items. Spec sections, 090516 Substrate Preparation for Floor Finishes; 090600 Schedule for Finishes, mentioned in spec 096723.60/ 1.2 are not provided in the spec book. Please provide these? Section 09 05 16 - Subsurface Preparation for Floor Finishes has been included as part of the Addendum 1 submission. Section 090600 - Schedule for Finishes, is not included. Please reference response to #42. As per spec 096723.60, there are 2 systems mentioned - RES-6A (Heavy Duty Climatic) as per 2.1 & RES-6B (Heavy Duty Non-Climatic) as per 2.2. Please clarify which system is to be used? See response to question numbered 32. Please send us a spec on epoxy wall coating to be used. Epoxy paint: The basis of design product will be Waterborne Amine Epoxy V440 as manufactured by Benjamin Moore. Contractor may submit for review and approval alternate product/manufacturers that are equal to or better than the basis of design product/manufacturers. Selected products shall be recommended for use, in the manufacturer s literature, for the intended substate. Contractor shall include in the submittal a side-by-side comparison of the basis of design and submitted alternate products for evaluation. What is the system thickness requirements? The floor system thickness shall be a minimum of 3/16 . As per spec 096723.60/ 2.4, there is base cap strip mentioned. Please confirm if this is to be used. Base cap strips should not be required but edge terminations will be required where the edge of the floor finish is not bordered by a vertical surface. Edge termination bar material shall be aluminum not zinc.
