- Description
- The objective of the proposed procurement is the renewal of the annual service contract on ICP-MS NexION 300D system and the Polyscience Recirculator unit for the period: 06/26/2024 � 06/25/2025. This will guarantee that the instrument is maintained in the best operating condition and that any potential issues that may occur with the unit will be addressed in a timely manner by a service representative. Maintaining a comprehensive service contract will ensure that the unit remains in working order and any potential downtime is limited, which could impact the many project that are dependent on this instrument. Annual preventive maintenance helps to keep the instrument in working order. �Proposed Vendor: Perkin Elmer Health Sciences, Inc. 710 Bridgeport Avenue, Shelton, CT 06484-4794, USA Under the annual full-service agreement Perkin Elmer will provide unlimited technical support via phone and web conferencing for minor issues and service calls for complex issues. Perkin Elmer technicians will provide unlimited repair service and will make one onsite yearly preventative maintenance service visit for the Polyscience Recirculator and two onsite yearly preventative maintenance service visits for the NexION 300D. Annual Full-Service Agreement - Includes Labor, Repair Parts, Travel & Related Expenses, One (1) Preventative Maintenance Visit for the Polyscience Recirculator, Two (2) Preventative Maintenance Visits for the NexION 300D, and Unlimited Phone and Remote Support. PM Non-consumable Parts are included in the agreement. The agreement includes coverage on numerous components in the vacuum chamber, plasma generation, magnetic and electric field sweeping mechanisms and circuitry and data acquisition electronics that are proprietary. There are few other vendors of ICP-MS equipment in general and it is not reasonable to expect one vendor to have a stockpile of consumable pieces to directly substitute into a different vendor�s system. Only Perkin-Elmer engineers working with Perkin-Elmer components would be able to service our Perkin-Elmer ICP-MS. Furthermore, the ICP-MS is controlled by a proprietary software package that has been designed to operate the Perkin-Elmer system. Upgrades and service will include the software.�As manufacturer of the instruments, Perkin Elmer Health Sciences, Inc. is uniquely qualified to service the instrument. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(2) as cited in FAR 13.106-1(b)(1), �only one source [is] reasonably available� Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement which shall be considered by the agency. The Government will review any/all capabilities statements information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, negotiations will be conducted with Perkin Elmer Health Sciences, Inc, as the only source and a contract will be issued without any additional notices being posted.
