- This acqusition has been identified as a sole source purchase from Struers LLC for their name brand Discotom-100 with accompanying support equipment. Please see the attached SF1449 labeled SP470624Q0018 for full details and requirements of the solicitation. Please fill out applicable blocks and return them with any applicable quoating documentation to Adam.Steele@dla.mil by the submission deadline. The solicitations statement of work and techinical specifications have been copied from the solicitation below for your convenience. PERFORMANCE WORK STATEMENT � 1.�� �Mechanical Test Lab � 1 May 2024 � Requiring Activity: DLA Product Test Center Division, Mechanical Lab, located at Cols, Ohio. Contracting Activity: DLA Contracting Services located at Cols, Ohio. � 2.�� �Introduction This is a description of the DLA Product Test Center Division, Mechanical Lab, VTM, requirements for the procurement of a Precision Metallographic Cut-Off Saw. It is the intent here to clearly define all required performance characteristics. In generating this statement, our objective is to end up with a precision metallographic cut-off saw which replaces obsolete / non- operating equipment. This acquisition will improve our testing capabilities when sectioning intricate / delicate parts, in both accuracy and efficiency. Our general objective is to minimize any impact to the MPTC operations and our customers as a result of this procurement, especially with regards to test cycle time. This equipment will decrease time required to section intricate / delicate parts and remove any discrepancies with current sectioning equipment. This machine will replace semi-functioning Allied precision sectioning equipment with newer and more technical advanced equipment. � � 3.�� �Background � This equipment would increase MPTC's sectioning efficiency and accuracy, help improve testing turnaround time, and replace one semi-operational precision cut-off saw. Most importantly procurement of this equipment will increase our current metallographic testing capacity. Struers is the only manufacturer to offer a product with additional features that are required for the Mechanical Product Test Center (MPTC) to complete its mission. The Secotom-60 has a height adjustable cut-off wheel that other competitors do not offer. The height adjustable blade position can be saved congruently with pressure and feed rate in the saw's software package. The ability to have saved cutting programs that include the position of the blade is imperative to increasing the laboratories throughput. These options will allow the metallurgical laboratory to increase precision sectioning of a greater diversity of parts received from the Product Verification Test Coordinators. An increase of functionality will help to eliminate the need for third party testing and broaden the scope of the MPTC's capabilities. The additional items/features listed above are required for the laboratory and are only offered on the Secotom-60. This acquisition will improve sectioning time and allow for a greater diversity of parts received from the Product Verification Test Coordinators. This purchase request is congruent with an additional large cut-off saw from Struers. Having the two saws from Struers allows for interchangeability of specimen holders, clamping systems, and Preventive Maintenance Plans. This will decrease the chance for a delay in test reporting due to the down time of machinery. General Requirements: � Precision Metallographic Saw must have the following: � 1.�� �Precision Metallographic Cut-off Saw must be new, not refurbished. 2.�� �Height adjustable cut-off wheel. 3.�� �Table positioning laser. 4.�� �Self-feed x-axis table. 5.�� �Adjustable x-axis feed rates. 6.�� �Adjustable cut-off wheel rotations per minute (RPM). 7.�� �Ability to save cutting process parameters. 8.�� �Large working area for larger samples (�2.5 inch or 6 x 2 inch sample sizes) 9.�� �Integrated x-axis T-slot table for use with various clamping devices. � � � Warranty: � Contractor shall provide a minimum of a one-year warranty on all components from the date of installation at the DLA Product Test Center, Mechanical Lab, VTM, Bldg. 9, Columbus, OH.
