Description
Telemedicine and Advanced Technology Research Center (TATRC): Simulated Patients/Standardized Patients THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for informational and planning purposes - it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ), or a promise to issue a Solicitation or RFP/ RFQ in the future, or an indication the Government will contract for the requirement identified in this notice. Further, TATRC is not at this time seeking proposals and will not accept unsolicited proposals. The information will be used in conducting market research to identify qualified, experienced, and interested potential small business sources in support of the Government�s requirements in accordance with the attached Performance Work Statement (PWS). Responses to this notice are strictly voluntary and the Government will not pay respondents for information provided in response to this notice. Responses to this notice will not be returned and respondents will not be notified of the result of the review. This notice does not restrict the Government�s acquisition approach on any resultant solicitation. Background: The TATRC has developed this notice to solicit market research information to determine the scope of industry capabilities and interest. The market research information will be used to determine sources in the marketplace capable of supporting the requirement identified in this notice. The TATRC facilitates medical research and development that focuses on new medical technologies to optimize Warfighter performance and casualty care. Medical Modeling Simulation Information and Visualization (MMSIV), a division within TATRC, provides high-fidelity simulations to integrate medical sensors that collect patient data from the simulated casualties. Simulated Patients (SP) play a vital role in the data collection research efforts that measure vitals using physiological recording equipment being that they are live participants. SP participation not only helps tests the utilization of a sensor, but also provides another modality of simulation to create a more realistic and immersive experience for the Warfighter participating in the research. Simulated patients are expected to role play as casualties in various combat environments where they portray behaviors that correlate with a given scenario. This includes but is not limited to acting out different levels of consciousness, providing appropriate responses to medic participant interventions, and operating simulated prosthesis. In a simulated combat environment, SPs are subject to loud noises, different levels of lighting and varying temperatures. SPs will be made-up with moulage or medical makeup to portray various injury patterns that may be graphic in nature. TATRCs simulation events concentrate on combat medicine necessitating SPs to have the appearance of military-aged personnel and military weight standards. As active participants in research, a consistent group of SPs is imperative for the purposes of standardization. There are no targets for specific genders, races, or ethnicities. TATRC is seeking to make the data collected as generalizable to actual patient care scenarios as possible. Description of Requirement: TATRC is seeking a non-personal service contract to provide personnel, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform simulated patient Services as defined in this draft PWS). The contractor shall: a. Provides simulated patients that meet the demographic criteria of a given scenario or simulation event. b. Provide simulated patients for TATRC scheduled events with notice no later than two weeks out from MMSIV Division. c. Curate, maintain, and provide a portfolio of simulated patients for the purposes of standardization and consistency. Questions for Industry: The Government requests that respondents offer their experience and recommendations on the following questions and issues related to this requirement. Please respond by providing information to the following: The Capability Statement should include general information and technical background describing your firm's experience within the last three to five years specifically with contracts/Tasks Orders similar in scope, complexity, and size to meet the program objectives in accordance with the Draft PWS. How will your company meet the requirements in accordance with the Draft PWS? Provide your answers in the context of a technical description of your potential solutions. The description should address the following: ��������� a). Describe your recruiting and retention policies that will ensure the availability of simulated patients, and that they meet the listed demographic criteria. ��������� b). Describe how you intend to maintain and track SPs once they have been trained on TATRC related SP events. �������� c). Describe who/how will you coordinate with the staff from TATRC to schedule SPs for events. What risks or issues do you foresee with this effort and what are your recommended mitigations? Identify if you plan to partner or subcontract with one or more other companies. Response Instructions: Interested parties are requested to respond to this RFI with a capability statement to show their current capabilities in providing a potential solution. Parties may begin submitting responses to this request for information immediately. Responses shall be in .doc or .docx format, limited to 10 pages, single-spaced, 8.5-inch x 11-inch paper size, in Times New Roman 10-point font size or larger. If your submittal contains company proprietary information, then it should be marked accordingly. If your submission contains unclassified but sensitive information then it should be properly labeled, handled, and transmitted in accordance with the National Industrial Security Program Operating Manual (NISPOM). Classified responses are not desired and will not be reviewed. Submissions to this RFI will not be returned. Submit responses no later than 14 June 2024, 5:00 PM ET via e-mail only to jessee.t.chege3.civ@health.mil. The subject line of the email should read as follows �RFI: TATRC Simulated Patients.� Capability statements should provide administrative information, and should include the following as a minimum: Your company name, company address, company's web page (if applicable), CAGE Code, and UEI. Designated point of contact name, title, phone number, mailing address, and email. Size of company, state whether the business is classified as an 8(a)-certified Small Disadvantaged business, Alaska Native Corporations (ANCs) and Indian tribes, Veteran-Owned Small Business, Service-Disabled Veteran-Owned Small Business, HUBZone Small Business, or Women-Owned Small Business. Company capabilities and experience relative to the requirements in this RFI. Maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small, disadvantaged business, and women-owned small business concerns is encouraged. Questions regarding this announcement or of a technical nature regarding this RFI may be sent to jessee.t.chege.civ@health.mil. Verbal questions will NOT be accepted. Summary THIS IS A REQUEST FOR INFORMATION ONLY to identify sources that can provide a solution for TATRC. The information provided in the RFI is subject to change and is not binding on the Government. The Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
