Sources Sought Agency/Office: National Park Service, Contracting Operations East, South Contracting Office, San Juan National Historic Site Location: San Juan, Puerto Rico (PR) Title: Trap and Remove Free-Ranging Cats at San Juan National Historic Site and Paseo del Morro NAICS: 812910 - Pet Care Services 1. Customer Description This Request for Information (RFI) is to obtain information from industry for potential sources capable of performing services for the U.S. Department of the Interior, National Park Service (NPS) on behalf of the San Juan National Historic Site (SAJU) located in San Juan, PR. The National Park Service (NPS) is conducting market research following FAR 10 to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market research are solely the responsibility of the responding firm. Any information submitted is voluntary, and in responding to this market research you provide the Government permission to share your submitted capabilities and contract information with other Government organizations in relationship to similar requirements for market research purposes. The Contracting Officer will make the most suitable acquisition approach based on the results of this market research. 2. Background/Overview Prime contractors interested in working at the San Juan National Historic Site, the work will include: Providing all labor, materials, tools, and other equipment necessary for the non-lethal removal of 200 free-ranging cats and their feeding stations from the park located at Paseo Del Morro National Recreational Trail. We anticipate that work will begin in late Summer 2024. Potential contractors must be knowledgeable of the limitations of shelters and animal care on the Island. Animal shelters or authorized rescue centers should be identified who are willing to assess and determine which animals are candidates for adoption. As part of the deliverables of the contract, the government expects a thorough report of each animal�s journey and outcome. Performance should take place before or after the park�s operating hours. This action will be considered a procurement of commercial services. This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not a request for quote (RFQ) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov. Response Respondents should provide the following information: A. A one-page cover letter that includes your company�s applicable unique entity ID, cage code, business size for the NAICS listed above, and contract point of contact. B. Firms will need to provide a response that is no longer than 2 pages which addresses each of the following: Technical Capability, Proposed Approach, Shelters and Rescue Center the Contractor Anticipates Working With, and Evidence of Ability to Conduct these commercial services in Puerto Rico. C. Firms shall also provide one page that outlines an instance of past government experience (task orders/contracts) with tasks like the scope of this draft requirement. Past examples should include contract numbers, customer information, and identifying points of contact. D. Documentation will be evaluated by the NPS contracting team solely to determine the availability and potential technical capability of all businesses in providing the requirement.
