- This is an Individual Justification and Approval (J&A) to award a bridge action by modification to the existing Cyberspace Technical Analysis and System Integration Services (CTASIS) Support Services contract. A new requirement to consolidate CTASIS (FA8773-19-F-0001) and Continuous Process Improvement (CPI) (FA8773-20-C-0016) is currently in the pre-award phase and is anticipated to be awarded competitively. This bridge action is required to avoid a gap in service until the new Capability, Acquisition, Plans, Enterprise and Strategy (CAPES) contract is awarded. The program office intended to award CAPES as a follow-on requirement but encountered multiple delays as a result of significant changes to the Performance Work Statement (PWS) which led to the exercising of the incorporated -8 clause for CTASIS on 15 November 2023. A recent legal review (25 March 2024) led to a complete re-evaluation of technical proposals being completed which will take a significant amount of time. This 4-month (1 month base and three 1-month options) bridge action is required to align CTASIS performance end with the estimated CAPES performance start date of 15 May 2024. There is a 1-month transition period required in the follow-on CAPES action which will require the current contractor for CTASIS (Booz Allen Hamilton, BAH) to work in tandem with the awardee of CAPES for a smooth hand-off of working items. Due to this stipulation, we will have a 1 month working base period to support the transition for a timely award and three 1-month options in the event of other substantial work/evaluations needing to be completed for the CAPES requirement. This J&A is for the non-competitive/non-commercial proposed bridge action to the CTASIS contract in order to retain critical services and prevent a gap in service IAW AFFARS 5302.101 and AFFARS 5306.303-1-90. The current CTASIS contract, FA8773-19-F-0001, was awarded 31 October 2018 with a one-year basic, four one-year options and a six-month extension. The six-month extension has been exercised to extend services to 15 May 2024. This proposed bridge requirement is to retain the current services provided on CTASIS for a 1-month base period with three 1-month options to extend in the event of substantial reviews or evaluations being imposed on the follow-on effort. � The resultant modification to the current contract will support the 690 COG as it evaluates, implements, and integrates capability in the form of systems, equipment, hardware, software, and information assurance to enhance the ability of USAF forces to achieve cyber warfare effects. Contractor support is required to assist the Government in research and analysis, technical project collaboration and on-boarding, requirements, lifecycle management, Standardization and Evaluation, training management, and Information Assurance/cybersecurity.
