Description
Special Notice N0016424SNB92 Agency: Department of the Navy Office: Naval Sea Systems Command Location: NSWC Crane Division Classification Code: AC13 National Defense R&D Services; Department of Defense Military; Experimental Development NAICS Code: 541715 Research and Development in the Physical, Engineering, and Life Sciences Response Due Date: 29 July 2024 Special Notice for Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) in support of Multi-Service Advanced Capabilities Hypersonics Test Bed (MACH-TB) 2.0 PURPOSE This Special Notice is issued to provide awareness of the release of a Request for Solutions (RFS) for an other transaction project in accordance with 10 U.S.C. 4022. The RFS titled Multi-Service Advanced Capabilities Hypersonics Test Bed (MACH-TB) 2.0 has been issued as part of the Strategic & Spectrum Missions Advanced Resilient Trusted Systems (S2MARTS) consortium managed by National Security Technology Accelerator (NSTXL) and administered by the Naval Surface Warfare Center, Crane Division. OVERVIEW The primary objective of the MACH-TB 2.0 prototype project is to develop solutions that provide capability to assemble, integrate, and test hypersonics at cadence and support throughput with teaming and facilities available to accomplish the goal. Solutions should provide a defendable, integrated plan to achieve stated objectives with enablers, and identify gaps that can be met through teaming with industry partners. The MACH-TB 2.0 project will expand upon the current efforts of MACH-TB 1.0 to provide an affordable bridge between ground testing of low Technology Readiness Level (TRL) technologies and full system flight testing of high TRL technologies. This approach will reduce overall hypersonic development risks and provide rapid transition of innovative hypersonic technologies to the warfighter through the MACH-TB experiment stakeholders. The desired end state of MACH-TB 2.0 is to demonstrate a collaborative hypersonic test program that meets stakeholder requirements to elevate testing to a significantly increased cadence at an affordable cost to more quickly transition new technologies to the Warfighter. The pace of testing requires the ability to integrate subsystem and system level test vehicles from difference stakeholders using a common launch system interface. CONSORTIUM MEMBERSHIP Vendors interested in responding to this RFS must be members of the S2MARTS consortium. Interested parties may visit S2MARTS.org for membership information. Please visit NSTXLs website at https://nstxl.org/opportunity/mach-tb-2-0/ to review the full RFS.
