- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The Department of Veterans Affairs, VHA, Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center is seeking potential sources that are capable of providing Hematology testing on a Cost per Reportable Result (CPRR) basis which includes the usage of the instruments/analyzers, reagents, supplies, standards, controls, consumables, disposables, maintenance, repair and training. SUMMARY OF REQUIREMENTS: Offerors must be capable of providing clinical laboratory hematology analyzers capable of producing accurate and reproducible assays on biological and other specimens by established in vitro diagnostic methods. Instrumentation must be approved by the Food and Drug Administration (FDA) and offered for laboratories. The system shall be networked to automated hematology instrumentation. Offerors must be capable of providing the requirement on a Cost per Reportable Result (CPRR), Cost per Kit (CPK), or Cost per Test (CPT), basis. See below for a definition of CPRR, which also applies to CPK and CPT. Hematology system shall be capable of performing the following Hematology Assays: a. White Blood Cell count b. Red Blood Cell count c. Hemoglobin d. Hematocrit e. Indices= MCV, MCH, MCHC f. Platelet count including fluorescent platelet capability g. Immature Platelet Fraction h. Neutrophil percentage i. Lymphocyte percentage, j. Monocyte percentage k. Eosinophil percentage l. Basophil percentage m. Neutrophil Absolute value n. Lymphocyte Absolute Value o. Monocyte Absolute Value p. Eosinophil Absolute Value q. Basophil Absolute Value r. Red Cell Distribution Width-SD s. Red Cell Distribution Width-CV t. Mean Platelet Volume u. Reticulocyte percentage v. Reticulocyte Absolute Value w. Retic Hemoglobin x. Immature Reticulocyte Fraction y. Immature Granulocyte absolute value z. Immature Granulocyte percentage aa. Automated Cell Count on various body fluids, including but not limited to Cerebral Spinal, Pleural, Peritoneal and Synovial Fluids, shall include WBC, RBC and Total Nucleated Cell (TNC) counts. Cost-Per-Reportable-Result: The per reportable result price shall include costs covering (a) equipment use, (b) all reagents, calibrators, controls and their inter-laboratory QC comparison program, supplies, consumable/disposable items, parts, probes, needles, printers, Uninterrupted Power Supply (UPS), accessories and any other item required for the proper operation of the contractor s equipment and necessary for the generation of a patient reportable result. This does not include those items approved for exclusion by the government such as printer paper, labels etc. This per patient reportable result price shall also encompass all costs associated with dilution and repeat and confirmatory testing required to produce a single patient reportable result. It will also include the material to perform, as well as all other costs associated with, quality control, calibration, normal range, and correlation study testing that is prescribed by the Clinical and Laboratory Standards Institute (CLSI). (c) All necessary maintenance to keep the equipment in good operating condition (This element includes both preventive maintenance and emergency repairs) and (d) training for Government personnel. Contractors are required to provide delivery, installation and removal of equipment at no additional charge. (e) All packaging and shipping of reagents and supplies.
