NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. At this time, questions concerning the composition and requirements for a future RFQ will not be entertained. 2.0 SUBJECT: WRAIR is the largest and most diverse biomedical research laboratory in the Department of Defense (DoD). The main facility, the Daniel K. Inouye building, is located in Silver Spring, Maryland. Other laboratory and clinical facilities also carry out research studies in Asia, Africa, and Europe through cooperative partnerships with a host of other governments and militaries through the U.S. State Department. WRAIRs greatest resources are the dedicated scientists, clinicians, and support personnel who make up the core of WRAIR today. By integrating basic research and advanced technology for the primary goal of protecting the Warfighter, WRAIR serves as the premier biomedical research organization within the DoD. 3.0 BACKGROUND: Medical Readiness Systems Biology (MRSB) - MRSB is a disease-agnostic program that utilizes high-throughput, multi-omics platforms supported by a suite of cutting edge, targeted assay tools and AI-driven analytical capabilities to identify diagnostic and prognostic biomarkers and generate a knowledge base about biological mechanisms and personalized care. MRSB is committed to developing a seamless, integrative module enabling to interrogate genome-to-phenome landscape to inform medical interventions and develop products to improve Warfighter health, performance, resilience, and readiness. The MRSB branch requires a specialized laboratory to perform Cryorecovery, custom breeding and cryopreservation on a specific genetic mouse line. MRSB currently has the sperm of this mouse line frozen and in storage. The contractor will be taking sperm and reviving the mouse line and then providing MRSB with mice of the specific genetic line as specifically requested. Additionally, the contractor will extract sperm and refreeze it down to allow this process to reoccur again in future research. 4.0 RESPONSE INSTRUCTIONS: Respondents should address the following in their capabilities statement: 1. Contractor must have genetically compatible female mice (C57BL/6J) to the cryopreserved sperm (strain Shank 2 Nestin-Cre) in possession by WRAIR. Any other will cause lengthy and costly delays in ongoing research at WRAIR. 2. Contractor must show they can create a mouse colony from cryopreserved sperm from 2 male Shank2 2 homozygous Nestin-Cre hemizygous mice provided by WRAIR. 3. See attachment 1 - Minimum Essential Characteristics (MECs) for more details. 5.0 CONTACT INFORMATION: All information regarding Capabilities Statements or any other proprietary information relative to this RFI shall be submitted via email to brenda.i.mena.civ@health.mil no later than 10:00 a.m. E.S.T. on 14 June 2024.
