- Related ID: Ser024003 The Naval Sea Systems Command intends to procure AN/USQ-82(V) Gigabit Ethernet Data Multiplex System (GEDMS) hardware and also installation and checkout (INCO) repairs to fulfill Navy and Foreign Military Sales (FMS) requirements via limited competition from two (2) qualified and responsible vendors: The Boeing Company (Boeing), 14441 Astronautics Lane, Huntington Beach, CA 92647 and DRS Laurel Technologies (DRS), 246 Airport Rd., Johnstown, PA 15904. GEDMS is a Government Furnished Equipment build-to-print system, where noncommercially adequate products satisfy the design requirements. GEDMS is not a commercial-off -the-shelf (COTS) system design, although there are performance based COTS components. A total quantity of 81 shipsets are required, including all options, with delivery required within 15 months of award/option exercise. All items shall be in compliance with NAVSEA system specifications DMS 500.7 and GEDMS 300.0. Industry parties interested in subcontracting opportunities should contact Boeing and/or DRS directly. The intended contract action for supplies for which the Government intends to solicit and negotiate with only a limited number of sources under the pursuant to 10 U.S.C 3204(a)(1) as implemented by FAR 6.302-1. Use of alternative sources, other than Boeing and DRS, would result in unacceptable schedule delays. Additionally, the verification of a new vendor in the middle of the shipset procurement process introduces unacceptable risk to the Navy. The Government requests that industry parties other than Boeing and DRS that self-identify as being able to perform the Navy�s Lot 6 requirement as a prime contractor provide the Navy a capability package indicating so. All capability packages shall be sent to both the contract specialist and contracting officer listed on this publication. If the capability package contains proprietary information, please request from the aforementioned contacts a DoD SAFE �drop off� link. All capability packages may be submitted to the Navy on or before 15 calendar days from the date of this publication. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Navy. This pre-solicitation synopsis shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis. The information contained herein is subject to modification and in no way binds the Government to award a contract. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided.
