Description
Description: This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Idexx Laboratories Inc, 1 Idexx Drive, Westbrook, Maine 04092-2041, United States, to procure a ProCyte Dx Hematology Analyzer. The National Institute of Allergy and Infectious Diseases (NIAID), Integrated Research Facility (IRF) at Ft. Detrick, MD, is the highest level of biocontainment laboratory, (BSL-4).� The IRF has a procurement for a ProCyte Dx Hematology Analyzer is�an automated hematology analyzer for animal blood that evaluates and provides the results of 27 parameters for each blood sample in approximately two minutes. This is a purchase to replace a non-functional instrument.� The NIH/NIAID/IRF�s equipment is located in a BSL-4 laboratory. One is non-functional and has not been functional for at least three years. To maintain continuous study work we require a backup analyzer. The ProCyte Dx is one of the few Complete Blood County (CBC) analyzers that can perform reticulocyte counts which is a vital count for monitoring the health of the animals.� This instrument is to maintain continuous study work. A complete blood count is a common blood test that is often part of a routine checkup, and can help detect a variety of disorders including infections, anemia, diseases of the immune system, and blood cancers. Without the instrument, the IRF will risk the chance of not jeopardizing appropriate CBC testing. Only one award will be made as a result of this solicitation.� This will be awarded as a firm-fixed price type of contract. Period of Performance: Delivery is estimated at 45 days after receipt and acceptance of award. Delivery is at the following location: NIH/NIAID/IRF, 8200 Research Plaza, Frederick, MD 21702. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources that could provide the required services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-24-2216290 to Rita Davis at rita.davis@nih.gov, by 04:00 pm eastern standard time Monday, June 10, 2024.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
